Summary: Under general supervision, directs and coordinates operations, construction, and maintenance of airport facilities in accordance with local, state and federal government laws, rules, regulations and policies.
Distinguishing Characteristics: This is a single class and not part of a job class group. This position reports to the Public Works Director/City Engineer.

- Directs all operations of the airport.
- Recommends, develops and implements airport policies and procedures. Consults with advisory Committee members and Federal, State and Local government officials concerning such matters as development of land and facilities, as well as, operating rules and procedures for various types of aircraft.
- Ensures that operating rules maximize safety considerations.
- Supervises staff in carrying out their prescribed functions.
- Prepares annual budgets and monitors expenditures to ensure proper and efficient management of funds.
- Inspects and reviews reports of the airport facilities to determine long-term development needs to meet projected increases in volume control.
- Coordinates short- and long-term planning for future development of the airport facility, including revenue enhancement, identifying land use and parcel development opportunities. Coordinates daily operations, special events, and maintenance of airport grounds and buildings, sometimes in conjunction with the FBO.
- Meets with airport tenants and lessees to address and resolve matters of concern. Negotiates, tracks, and ensures compliance of all airport leases.
- Represents the airport before civic and community groups as well as government agencies.
- Negotiates lease agreements with existing and potential clients.
- Represents the City on matters related to air transportation. Provides technical information to City staff, the Federal Aviation Administration (FAA), Arizona Department of Transportation (ADOT), and the public as necessary and as appropriate. Responds to the public and City officials on noise and other related Airport issues.
- Interprets, explains, and enforces federal, state, and local rules and regulations governing airport use outside the area of authority of the FAA.
- Prepares necessary reports relating to job duties.
- Operates computer equipment and software necessary for performing function of duties.
- Responds to emergency and off-hour situations as needed.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Required Knowledge and Skills/Ability:
- Knowledge of the principles and practices of business management of airports.
- Knowledge of federal, state and local rules and regulations pertaining to airport administration, management and operations.
- Knowledge of Federal Aviation Administration (FAA) rules and regulations.
- Knowledge of the principles, procedures, and techniques for effective negotiation of airport leases.
- Knowledge of proper safety practices pertaining to operating aircraft and aircraft maintenance
- Knowledge of municipal government and the Citys policies, procedures, and overall strategic plan.
- Knowledge of rules and regulations affecting airp rt safety.
- Ability to establish and maintain effective record keeping and records management systems.
- Ability to work within and meet established deadlines.
- Ability to establish and use safe working practices.
- Ability to provide excellent customer services to both internal and external customers.
- Skill in developing and maintaining effective working relationships.
- Skill in reading and interpreting written or verbal instructions.
- Skill in creating concise written communications.
- Skill in analyzing data and drawing valid conclusions.
- Skill in writing and administrating airport related grants.
- Skill in presenting effective verbal and written communication.
Education, Experience, Certifications and Licenses:
High School diploma or equivalent GED certificate.
Bachelors degree from an accredited college or university with a major in transportation planning, business or public administration or related field, preferred.
