Job Description
The Design and Construction Coordination Support/Document Control team member coordinates activities between the Program Delivery Services (PDS) Civil Infrastructure Engineering (CIE) team and the Construction Packages’ Project Construction Manager (PCM)/other sections/consultants/stakeholders. The role coordinates the review of Request for Information (RFI), Non-conformance Reports (NCR), Quality Milestone Data Pack (QMDP), Bridge Quality Assessment Reports and Design Variance Request (DVR) reviews with HSR CIE and PCM design and construction management and is the point of contact for CIE Section at the PCM offices. They attend all meetings related to the construction packages and lead submittal review meetings.
They ensure all documentation related to the submittal reviews is adequately archived. Ensures that the program has an organized and systematic project document control. Works closely with CIE staff, Rail Engineering and Construction Services on the Program for any related needs.
Position Responsibilities
Reviews engineering submittals, submittal review comments and responses between Program Delivery Services (PDS) Engineering, Final Design and Construction, and the Project Development Teams to ensure review comments are complete and compliant with HSR requirements.,
Participates in engineering meetings representing Program Delivery Services (PDS) Engineering
Provides project status and activities performed for weekly and monthly reporting in addition to tracker logs.
Develops and maintains a systematic and organized document control system
Coordinates technical submittals. Request for Information (RFI), Non-conformance Reports (NCR), Quality Milestone Data Pack (QMDP), Bridge Quality Assessment Reports and Design Variance Request (DVR) reviews and directives between Program Delivery Services (PDS) Engineering and directives between Program Delivery Services (PDS) Engineering, Construction Services and PCM Engineering Staff
Provides communication between Program Delivery Services (PDS) Engineering and the PCM engineering staff
Provides communication of Program Delivery Services (PDS) Engineering processes and policies
Participates in over the shoulder meetings, draft DVR meetings, and issues resolution meetings
Provides assistance in bulletins, memos, policies (POLI) and procedures (PROC) preparation
Represents Program Delivery Services (PDS) Engineering team in support of Authority functional branches
Other related duties may be assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a or a combination of education and directly related experience equal to twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to, coworkers, management, clients, vendors, contractors , and visitors
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
5+ years of progressively responsible experience in engineering/construction document control and coordination
Ability to define problems collect data, establish facts, and draw valid conclusions
Preferred Qualifications
Bachelor’s degree in Construction Management, Engineering, or a closely related field and 5+ years of experience in civil engineering or construction (preferably Design-Build, Rail, Transit, or Civil Infrastructure) progressively responsible experience in engineering/construction document control and coordination
Strong project and/or construction management background
Knowledge of design Build Transportation Projects, with an emphasis in structures.
Ability to understand structural and/or civil engineering design and construction, understand construction related contracts, understand the design-build environment.
Ability to work with others in a team environment.
Willingness and ability to take the initiative and responsibility to effectively work remotely including providing information to staff, delivery partners, and clients via telephone, email and various virtual tools

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $96,500.00 - $179,500.00
