Role Description
The Project Engineer requires skilled technical knowledge and specialized technical abilities in waterworks engineering and is required to perform a wide range of duties related to the planning, design, construction and maintenance of water system facilities, and coordination of assigned programs. This employee works in collaboration with all departments on advancing the needs of the District.
Essential Functions
- Provide special technical services for the benefit of all divisions of Champlain Water District operations as assigned.
- Assist in the preparation of construction drawings and specifications for capital improvement projects, including contracted consulting engineering services.
- Provide field engineering support relative to planning, design, and construction of facilities.
- Act independently as Project Manager on assigned special projects and programs, major maintenance, redundancy, or infrastructure replacement projects.
- Act as quality control engineer in the inspection of Champlain Water District construction projects on an assigned basis, assure the use of approved materials and acceptable construction schedules and techniques, and develop and maintain a good working relationship with engineers, contractors, property owners and the general public.
- Direct or supervise surveying activities, to include field information collection, construction layouts and grade-work.
- Assist in the preparation of timely and appropriate engineering studies and reports, and analysis of same.
- Maintain archives for all Champlain Water District record documents and project files.
- Assist Executive Project Manager with assigned aspects of the CWD Emergency Management and Response Program, Safety Program, Asset Management Program, Capital Projects Programs, Employee Safety Training and Safety Certifications Program, and other programs that may develop and evolve.
Qualifications
- Vermont Professional Engineer (PE) license or Vermont Engineer-In-Training (EIT) certification with expectation to obtain Vermont PE license within 5 years.
- Valid State of Vermont Drivers License, with a clean record and the ability to meet the insurability criteria of the Districts insurance carrier.
- Vermont Class D Water System Operator; employee shall obtain certification within twenty-four (24) months of employment.
- Advanced knowledge of the principles and practices of engineering as it pertains to water resources, supply, treatment, transmission, and storage.
- Working knowledge of the laws and regulations pertaining to municipal, public water supply and all its ramifications.
- Working knowledge of construction and maintenance practices and methods.
- Familiarity and proficiency in navigating permitting requirements for State of Vermont waterworks improvement projects.
- Familiarity with State of Vermont Drinking Water and Groundwater Protection Division rules and regulations.
- Shall possess or achieve CADD (AutoCADD) engineering/technical capabilities.
- Working knowledge of GIS and hydraulic computer modeling of wa er systems.
- Familiarity with Federal Safe Drinking Water Act (SDWA) standards is desirable.
