Department of State - Agency Wide Diplomatic Courier in Rosslyn, Virginia
Summary This is a TEMPORARY, INTERMITTENT position located in Office of Diplomatic Courier Services, Bureau of Diplomatic Security. The incumbent serve as a Diplomatic Courier assigned to one of the Regional Diplomatic Courier Offices with responsibility for safeguarding and escorting the movement of diplomatic pouches containing sensitive and classified information, equipment, and materials between the Department and U.S. diplomatic missions overseas. This vacancy is for up to 4 positions. Responsibilities Safeguards sensitive and classified information, equipment, and material between the Department of State and overseas posts, including material for Executive Branch and intelligence agencies and records all movements in accordance with policy. Conducts pre-travel analyses regarding the physical security of the information, equipment, and materials being escorted, including changes in airport screening practices, schedule changes, and the current global security situation. Briefs courier staff for upcoming mission requirements and potential hazards, obstacles, or peculiarities regarding the route traveled. Plans and assigns operations of routine pouch service as well unusual or urgent requirements, such as special courier mission, support for VIP travel, security deployments, or emergency evacuation of classified material from posts. Negotiates with airline carriers, freight forwarders, airport authorities, customs and immigration authorities, and other transit officials to determine cargo rates, tariff charges, routing availability, and security protocols. Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: · Experience conducting the global movement of sensitive and classified information, equipment, and materials. · Experience providing advice and assistance on the logistical movement of sensitive and classified information, equipment, and materials. · Experience negotiating international transportation factors and conditions with airline carriers, freight forwarders, airport authorities, customs and immigration authorities, or other transit officials. · Experience establishing and maintaining liaison with key officials of other federal agencies, international organizations, and foreign governments to improve efficiency and safety of deliveries. There is no substitute of education for specialized experience for the GS-12 position. To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
