This position is located in Roseville and may have the flexibility to work in the office or a hybrid schedule. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

This position exists to guide, direct and ensure the effective development and representation of Metro district maintenance needs, requirements and opportunities to internal and external functional groups, partners and stakeholders. This position is responsible for planning and direction of the Engineering Services section of Maintenance Operations.

Responsibilities include:

  • Develops, advises and coordinates with internal and external projects and project managers involved with infrastructure preventive maintenance.

  • Provides input and coordination to program delivery projects and internal maintenance projects in the Metro District, from initial planning to design to construction of mature field operations.

  • Participates, coordinates or leads aspects of research programs and projects that involve maintenance.

  • Directs and coordinates the development and operations of government and municipal agreements and turn-back projects with the Metro District.

Minimum Qualifications

To qualify for Engineer Principal, applicants must meet all of the following:

  • Licensure as a professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID). (If obtaining licensure through Comity, a temporary permit from AELSLAGID must be provided to MnDOT HR prior to starting employment.)

AND

  • Three (3) years of post-registration engineering experience at the Engineer Senior level (or equivalent) that demonstrates all the following:

  • Experience with federal, state and local laws, regulations, policies, and codes as they relate to contract procurement, maintenance and operations, agreements, and contract administration.

  • Knowledge of highway engineering, construction methods, quality of materials, construction, building construction, and maintenance practices.

  • Experience collecting, combining, organizing, and accurately describing available information in the form of reports.

In addition to the preceding minimum qualifications, you will be assessed on the following if interviewed:

  • Human Relations skills that demonstrate the ability to work cooperatively and effectively with the public, businesses, elected officials and other governmental organizations.

  • Demonstrated ability to effectively communicate clearly and concisely both verbally and in writing sufficient to give direction, facilitate meetings, make public presentations, answer project specific and policy questions, and to write letters and other documentation.

Preferred Qualifications

  • Project development experience including scoping, environmental review, scheduling, and development of plans and specifications.

  • Budget management experience, both projects and funding programs.

  • Supervisory skills sufficient to enforce and communicate MnDOT's policies, personnel rules, and collective bargaining agreements. This includes the ability to provide alternative or combined skills in developing, collaborating with, persuading, motivating and leading other people as well as managing conflict and staff.
