Position Summary The HR and Administration Manager oversees human resources, administrative operations, IT management, and corporate compliance for a 40-person market research firm. This role is critical to maintaining strong workforce practices, contract compliance, labor law adherence, information security standards, and smooth day-to-day operations. The ideal candidate is proactive, detail-oriented, and experienced managing multiple operational domains in a growing professional services environment. Reports to: CEO FLSA Status: Exempt Location: Hybrid occasional on-site work in Rockville, MD 1. Human Resources Strategic HR Leadership Serve as the primary HR leader, ensuring all policies meet legal, ethical, and organizational standards. Develop and execute HR strategy aligned with business goals and operational needs. Lead workforce planning, talent acquisition, and retention strategies across technical, project, and support roles. Drive a performance management culture that supports accountability, productivity, and continuous improvement. Design learning and development initiatives focused on leadership, client-centeredness, and technical excellence. Develop competitive compensation, benefits, and reward strategies in compliance with regulatory standards. Partner with senior leadership on succession planning, organizational design, and change management. Manage and supervise the HR Recruiter/HR Assistant. Recruitment and Onboarding Oversee the full employee lifecycle: recruiting, onboarding, engagement, training, development, corrective actions, and offboarding. Ensure structured, consistent onboarding experiences for all new hires. Payroll and Timekeeping Process accurate biweekly payroll on time. Monitor labor utilization, timekeeping records, and leave balances in coordination with supervisors. Benefits, Compliance and Employee Relations Administer health, dental, vision, retirement, and other employee benefits programs. Maintain compliance with federal, state, and local labor laws, including wage and benefits requirements for Service Contract Act (SCA) employees. Serve as the primary contact for insurance enrollments, changes, and renewals. Support employee relations, conflict resolution, and workplace policy adherence. 2. Administration and Contract Management Oversee company-wide administrative operations including facilities management, office support, and asset management. Manage and maintain contract files NDAs, Teaming Agreements, client contracts, subcontracts, independent contractor agreements, and service/procurement contracts ensuring timely renewals and compliance. Support Level of Effort (LOE) planning, labor/staffing reporting, and contract compliance tracking. Maintain access controls for documents and work folders in SharePoint and other platforms. Coordinate company policies, licenses, and HR records documentation. Manage service providers and administrative budgets for cost efficiency and service quality. Monitor client satisfaction (CSAT) metrics related to administrative and contractual performance. 3. IT Management Information Security and Compliance Manage compliance with information security frameworks including ISO 27001, HIPAA, NIST 800-171, and public trust clearance requirements. Ensure data privacy, confidentiality, and protection of PII in accordance with ISO 20252. Maintain and update the VANTA information security compliance platform. Oversee continuous monitoring and remediation of IT security gaps. IT Services Oversight Manage the external IT services provider and monitor service levels. Oversee company platforms, software licenses, and user access provisioning. Maintain an accurate inventory of equipment and assets. 4. Corporate Compliance and Risk Management Maintain property, casualty, liability, and cyber insurance coverage; coord nate with brokers on renewals and claims. Prepare and submit required corporate reporting, state filings, and annual renewals. Maintain current corporate certifications (e.g., small business, security certifications). Ensure consistent internal recordkeeping and documentation practices. Qualifications Bachelors degree in Human Resources, Business Administration, or related field (Masters preferred). 7+ years of HR or administrative management experience; professional services, consulting, or market research background preferred. HR professional certification (SHRM, CIPD, IHRMP, or equivalent) preferred. Strong knowledge of HR laws, HRIS systems, payroll processing, and benefits administration.
