Nature of Work
With the administrative guidance of the Community Development Director, the Planning Supervisor is responsible to manage, plan, coordinate, monitor and guide development planning and zoning administration. The incumbent is responsible to provide leadership and direction to a planning team and will organize, develop, administer and monitor work programs, agreements, and ensure quality control. The planning supervisors will develop and implement program policies and procedures. This individual will be part of the management team and supports the director with projects as assigned.
Pay: Hiring range is $99,419 to $116,964 with the opportunity to advance to $146,205 based on time in the role and successful performance.

DUTIES AND RESPONSIBILITIES
The responsibilities listed below are representative of the scope of work performed within this classification. Work is performed both independently and in cooperation with the department head, and/or in coordination with other City employees, operating partners, community groups, and other public and private organizations.
*Provide supervision to assigned employees.
Provide work direction to employees relative to the completion of designated assignments; delegate responsibilities as appropriate.
Provide employees with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate.
Partner with the designated human resources business partner to implement effective hiring and selection practices.
Support the recruitment, selection, and orientation of new teammates. Follow advancement and performance management practices to help employees be effective and successful.
Assist with the development and maintenance of divisional budgets and strategic priorities.
Ensure employee personnel, timekeeping, and training records are accurately maintained per City policy and statutory requirements.
*Lead planning services in a manner that results in high customer service satisfaction levels, leveraging of resources, and continuous improvement.
Facilitate the implementation of the City's comprehensive plan through ordinance development, development review, special studies, and small area planning.
Performs and manages complex and sensitive professional planning projects, research and analysis.
Monitors and ensures compliance with local, state and federal laws.
Oversees specialized planning functions such as large-scale new development proposals and environmental studies.
Provides overall management of division-related planning issues.
Assigns work to professional staff and ensures appropriate training is provided.
Establish, maintain and evaluate the effectiveness of forward-thinking and customer-focused operating policies, practices, and procedures.
Confirm communication and engagement on development projects is proactive, effective, and results in quality projects and recommendations.
*Lead and direct the ongoing facilitation of the City's Planning Commission and Zoning Board of Appeals meetings in a proactive and timely manner, ensuring the statutory implementation of development entitlements.
Serves as liaison and performs all necessary functions in support of Planning Commission and Zoning Board of Appeals.
Ensure Planning Commission and Zoning Board of Appeals meetings are properly noticed, facilitated, and staffed for seamless processing of the development community's business.
Present Planning Commission and Zoning Board of Appeals agenda items to be established and reviewed in a manner that is coordinated with the City Council meetings.
Foster and encourage the teamwork necessary between the Community Development team and other City Departments to provide a collaborative and coordinated review of projects and policies slated for Planning Commission and Zoning Board of Appeals action.
*Provide strategic leadership and ensure operational excellence.
Apply organizational and leadership practices to the periodic analysis and evaluation of work programs, procedures, policies, and operational needs of Department functions.
Create performance metrics to ensure the achievement of goals and objectives.
Conduct team meetings to facilitate information sharing, development of team goals and objectives, work through key decisions, and focus on employee development.
Communicate effectively relative to service and performance expectations.
Actively engage and solicit input from employees to ensure a collaborative, team-oriented work environment is maintained.
*Serve as a City representative in presenting, explaining, and discussing the views, interests and policies of the City to the Council, Planning Commission, City task forces, targeted community groups, and other interested parties inside and outside the community.
Within the community and organization, ensure increased understanding and support for departmental programs, services, and policies.
Facilitate the effective implementation of land use policies, orderly and effective development activity, and build trust to support recommendations made by Community Development.
Prepare reports and studies for the City Administrator and Council as scheduled or requested.
Prepare timely, well-documented studies and analyses which provide a sound foundation for policy decision recommendations by City staff and policy decision making by the Council.
Keep interested parties current with reliable, accurate, and documented information.
Confirm planning and project reporting is timely, thorough, and provides an accurate and current measure of actions taken to create and maintain quality land development services for the community.
Perform other duties as assigned or necessary.

MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in municipal and regional planning, urban planning, public administration, business administration, or a related field from an accredited college or university with five years of municipal planning, economic development, or community development experience including a two years of providing leadership and direction to both professional and support employees.
OR
A Masters degree in municipal and regional planning, urban planning, public administration, business administration, or a related field from an accredited college or university with three years of municipal planning, economic development, or community development experience.
OR
An equivalent combination of education to successfully perform the essential duties of the job may be substituted for the required amount of experience.
