The primary purpose of this position is to perform duties for the management of AFRC civilian and military formal school training programs, serve as school registrar for AFRC-owned courses, and perform work for management of employee development programs for the command. *PLEASE NOTE: IF YOU APPLY AF INTERNAL YOU MUST CURRENTLY WORK IN AFRC/A1KB* Responsibilities Accomplishes various tasks related to management of school tour programs for all assigned personnel (civilian and military) to include planning and developing procedures to ensure the command's program meet mission requirements. Manages formal school quotas for all courses within assigned area of responsibility in the Air Force automated training system. Reviews and analyzes a variety of statistical data, reports and training information to determine if quota usage is in keeping with projected requirements. PLEASE NOTE: PLEASE NOTE: IF YOU APPLY AF INTERNAL YOU MUST CURRENTLY WORK IN AFRC/A1KB SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Responsible for formal school program management by establishing internal processes used for gathering annual and out-year school requirements, issuing applicable training line numbers, and resolve any conflicts in attendance. In an execution capacity, the incumbent secures/allocates resources to ensure the command's school tour programs meet mission requirements. Initiates periodic internal audits to ensure appropriate allocation of resources; coordinates with other organization managers and customers as appropriate and initiates corrective action, as necessary. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of automated AF training system to accomplish and monitor action for management of school tour programs for the Air Force Reserve. Knowledge of AFRC school tour programs (military/civilian) and governing regulations and procedures to manage these programs for the AFRC. Knowledge of Air Force Reserve mission and functions and operating programs of subordinate units. Knowledge of training programs of DoD, Air Force, AFRC, various MAJCOMs and other agencies. Ability to apply analytical techniques sufficient to identify, evaluate current and historical data related to formal school quota utilization. Skill in written and oral communications to develop reports and correspondence concerning training issues; conduct briefings, and present issues and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
