Certified Public Accountant or Advanced Degree in Accounting

A minimum of four years of experience in accounting, including at least one year of experience in a supervisory capacity.

EXECUTIVE SUMMARY:
The board employs the School Business Official to serve as the Chief Financial Officer. The School Business Official accounts for all district finances, assists the Superintendent in the budgeting process and maintains district financial records according to federal and state law, administrative rules and board policy.

ESSENTIAL FUNCTIONS:
Under general supervision of the Superintendent and Board of Directors, the School Business Official performs the following responsibilities within the overarching framework of the Iowa Department of Educations Standards for School Business Officials (SBO Standards).
Assists the superintendent in all aspects of the school districts business and financial operations.
Serves as a strategic advisor to the superintendent on the district budget and all other fiscal and operational matters.
Supports the Board of Education and the superintendent in establishing guidelines for the efficient, transparent, and effective use of public funds and in communicating fiscal accountability to the community.
Develops and maintains short- and long-term district financial forecasts and projections.
Assists in establishing district priorities and long-range strategic goals.
Supports revenue and expenditure forecasting, bond sale preparation, investment portfolio management, and related financial activities.
Prepares and submits financial reports in compliance with state and federal reporting requirements.
Communicates and explains the districts financial status to stakeholders and the broader community.
Provides a monthly financial report to the Board of Education detailing revenues, expenditures, and fund balances for each district fund.
Oversees preparation of the annual budget, tax levies, and required amendments in accordance with the Code of Iowa and under the direction of the superintendent.
Demonstrates knowledge of the purpose, structure, and use of the Aid and Levy Worksheet.
Coordinates and manages the districts budget development and monitoring processes.
Codes and maintains school finance data in compliance with Governmental Generally Accepted Accounting Principles (GAAP), the Uniform Financial Accounting Manual, and the current Chart of Accounts.
Compiles and analyzes statistical and financial data necessary for fiscal budget development.
