ITD currently has an opening for Right of Way Agent Senior. This position is located at District 6 in Rigby, Idaho. As a member of the Right-of-Way Team the incumbent will provide procedural and compliance review for appraisal activities; oversee contract administration for independent contractors; provide input to and/or prepare legal documentation; negotiate with property owners and perform related work. Strong interpersonal skills are critical.
Please Note: Extensive travel is required.
EXAMPLE OF DUTIES:
Right-of-Way
Prepares legal documents to obtain clear title and check title reports and the last deed of record for the title transfers
Compiles legal documents for acquisitions, approves payments for insurance premiums, land parcels, and recording fees
Prepares certificate of titles, condemnation orders and certificates verifying the lands are available for the construction projects
Authorizes acquisitions of property when necessary criteria are met and negotiates with landowners for the acquisition of real property and
Hires/manages consultants who acquire real property on behalf of ITD
Reviews appraisal reports for proper documentation, compliance, and technical accuracy
Researches local real estate markets, correlates appraisal reports to determine and recommend compensation
Reviews relocation and acquisition documents to ensure compliance and standardization, coordinates relocation procedures and advises on relocation appeals
Maintains inventory of real property that has been determined to be surplus, determines the retention value of improvements, and prepares rental and sales agreements
Administrative
Reviews legal descriptions, documents, and plans for compliance with laws, regulations, and standards
Coordinates and reviews the work of other staff
Conducts on-site training inspections to provide technical assistance
Represents ITD in public hearings and conferences
Acts as the liaison with the federal, state, and local agencies along with special interest groups and real estate organizations
Minimum Qualifications:
Completion of Right-of-Way apprenticeship and at least three years of full-time work experience at the Right-of-Way Agent level OR work experience of four (4) years demonstrating considerable knowledge of: public operations, policies, procedures, and standards related to right-of-way
A valid driver's license is required for this position
Experience:
Considerable knowledge of estimating fair market value and writing appraisal reports
Reviewing right-of-way plans, legal documents, and title instruments and correcting deficiencies
Preparing relocation plans
Applying federal and state laws, regulations, policies, and procedures that are related to right-of-way and eminent domain
Preparing and making oral presentations
Desirable Qualifications:
Excellent written and verbal communication skills
Ability to work independently as well as with others
Ability to read and comprehend legal documents such as legal descriptions, surveys, ground leases, easements, deeds, land purchase contracts, mortgages, title policies, subordination, and existing highway project plans
Satisfactory completion of International Right of Way Association course or Web-based training FHWA-NHI-141045 Real Estate Acquisition under the Uniform Act or equivalent course that focused on Right of Way and Eminent Domain related course curriculum
Intermediate proficiency in Microsoft Excel, Word, and Outlook
