Position: Human Resources Generalist
The Human Resources Generalist provides assistance with and facilitates the human resource processes at all Outreach assigned locations. The Human Resources Generalist coordinates the day-to-day onboarding and staffing operations of the Human Resource department. The Human Resources Generalist position also assists in the administration of the human resources policies, procedures, reviews and programs. The Human Resources Generalist carries out responsibilities in the following functional areas: recruitment, Human Resources Information Systems (HRIS), general employee inquiries, reviews and training, on boarding/off boarding, orientation and HR related projects and provides administrative support to the human resource function as needed, including record-keeping and file maintenance.
Job Scope
Reports to: Human Resources Director
Assist with day-to-day HR operations and administrative tasks.
Maintain human resource information system (HRIS) records, employee files, and compile reports from the HRIS database.
Perform quality customer service functions by responding to general employee and manager inquiries.
Manage the full onboarding and off boarding processes, including but not limited to SCR, JC criminal background checks, licensure verification checks, I-9, and coordination of all other related onboarding activities with hiring managers and all new hires organization wide.
Conduct regular employee file audits, employment verifications, intern verification requests, additional employee verification requests, and Department of Motor Vehicle (DMV) checks.
Communicate onboarding progress updates to all hiring managers throughout the entire new hire process.
Process employee terminations through the HRIS (JIRA/ADP) and other required systems (JC) etc.
Notify and keep hiring managers updated and informed of upcoming orientation schedules and all new hire requests in progress.
Prepare and maintain all employee files, ensuring compliance with federal, state, and local employment laws.
Send, track, and monitor employee-required trainings, performance/annual reviews, certifications, credentials, and licensures to ensure they remain current.
Maintain accurate and confidential candidate and employee records in HRIS/ATS (ADP) and personnel files.
Respond to employment-related inquiries from applicants, employees, and supervisors, referring complex or sensitive matters to appropriate HR team members.
Address employee inquiries regarding HR policies, procedures, benefits, staff ID requests, and other HR-related matters.
Ensure compliance with federal, state, and local employment laws, as well as OASAS regulations.
Processing of Tuition Reimbursement requests
Cross functional and verse in all HR functions organization wide if needed for coverage
Other additional duties and special projects assigned by HR Director.

Qualifications
Required:
Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field and/or or equivalent experience
Two or more years of experience within Human Resources
Strong understanding of employment laws, regulations and HR best practices
Excellent organizational, communication and interpersonal skills
Preferred:
Experience in nonprofit, healthcare, or human services setting.

This is a per diem position.
Work Environment
This job operates in a professional office environment and outside in the field. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Must be able to travel among assigned sites and locations as needed. Occasional travel is also required for recruitment events, job fairs, or site visits.
