The Training Compliance group at Hanford Tank Waste Operations & Closure (H2C) is seeking a Training Program Analyst. This position reports to the Training Compliance Manager and is responsible for providing analytical and programmatic support to ensure the H2C training program is performing in compliance with implementing procedures identified in the Department of Energy (DOE) Training Implementation Matrix (TIM) and DOE-STD-1070-94. The selected candidate will be responsible for performing compliance and program health assessments, conducting detailed data analysis, and generating comprehensive reports. The Training Program Analyst will collect, interpret, and evaluate Performance Indicators (PI) and Key Performance Indicators (KPI's), as well as other metrics, to monitor and assess the overall health, efficiency, and effectiveness of the H2C training program. The role requires identifying trends and process improvement opportunities, supporting programmatic decision-making, and providing actionable insights to facilitate continuous improvement of the training program.

Duties include, but are not limited to:

  • Performs scheduled periodic assessments in line with DOE-STD-1070-94 ensuring compliance with the triennial requirement of completion.

  • Performs scheduled periodic evaluations of the Training Program to verify compliance with implementing procedures identified in the Department of Energy (DOE) Training Implementation Matrix.

  • Ensures that the documentation, analysis and traceability of the requirements management process for the Training organization is adhered to.

  • Collaborates and coordinates with personnel from Training, Operations, Maintenance and Engineering resulting in employee engagement and participation where required to obtain line management and learner feedback.

  • Initiates and facilitates corrective actions for conditions deemed adverse to quality or in non-compliance with procedure adherence for the Training Organization.

  • Ensures the Performance Indicators (PI) / Key Performance Indicators (KPI) and metrics for the Training Organization are determined, analyzed, and associated actions are recommended.

  • Supports the H2C Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

  • Other tasks may be assigned, based on business needs and the department supervisor's request.

Required Qualifications

Grade 17:

Bachelor's degree (BA/BS) and 6-7 years of related experience, or equivalent combination of education and/or experience.

Grade 18:

Bachelor's degree (BA/BS) and 8 years of related experience, or equivalent combination of education and/or experience.

Grade 19:

Bachelor's degree (BA/BS) and 9 years of related experience, or equivalent combination of education and/or experience.

Desired Qualifications

  • Documented experience performing programmatic assessments focused on DOE O 426.2 applied through DOE-STD-1070-94.

  • Nuclear experience at a DOE operated facility is preferred.

  • Performing formal program evaluations and assessments focusing on nuclear facility training programs is preferred.

Compensation & Benefits

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $99,063

Hiring Range Maximum: $151,038
