Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. The Closure and Interim Measures (C&IM) organization at H2C performs waste management area closure activities for the Hanford tank farms in accordance with Site-wide integrated closure strategies. The C&IM organization is in search of a Senior-level Regulatory Technical Specialist (Specialist) to support the strategic planning, performance, and reporting of technical evaluations associated with facility closure, interim measures, and correction actions for soil contamination, tank waste residuals, and contaminated equipment in tank farm areas. The successful candidate would provide technical input to baseline planning for vadose zone characterization, for design and implementation of vadose zone corrective actions, and have a strong background as a RCRA subject matter expert for tank closures.
In addition, the Specialist would provide strategies to achieve single-shell closure including design and implementation of interim and final corrective actions for various waste management areas, tank farms, and ancillary equipment. This would include development and/or leadership of technical and regulatory plans and reports, including integration with U.S. Department of Energy (DOE), other site contractors, leading to DOE and stakeholder acceptance. The successful candidate would provide technical oversight for subcontractor technical and engineering projects including development of requisition planning documents (e.g., technical specifications, scopes of work, etc.) for subcontractor services.
The individual selected for this position will become an important technical leader within the multi-disciplinary C&IM organization and other supporting H2C groups that are focused on a variety of tank-farm closure activities and will be responsible for performing the following duties:
Technical and strategic lead to C&IM staff, project managers, and cost account managers supporting C&IM work scope pertaining to regulatory closure of radiologically contaminated tank farm facilities.
Provide extensive technical and regulatory consulting and-or interface to C&IM, H2C management, H2C engineering, other Handford Contractors, and the Department of Energy (DOE).
Represent technical issues to both internal and external customers where appropriate; manage related correspondence. Interact with DOE, oversight panels and boards as appropriate, regulatory agencies, and other organizations on matters involving assigned technical and regulatory issues.
Provide input and participate in programmatic improvement initiatives in support of mission goals. Provide technical and operational input on such items as technical reports and program-level procedures. Also provide input to training, procedures, and other support organizations, as appropriate.
Interface with the engineering design authority for Closure Group related engineering activities.
Support the preparation of baseline planning documents for soil characterization in tank farms.
Evaluate alternative interim measures, corrective measures, and closure methods and technologies for their potential to cost effectively advance the tank farms closure mission and reduce program risks.
Lead technical design of interim measures and corrective measures to assess and mitigate the effects of contamination in the tank farms vadose zone, including the evaluation of residual wastes in ancillary equipment in tank farm areas.
Support the evaluation of residual wastes in ancillary equipment in tank farm areas.
Develop and implement tools to communicate interim measures and corrective action results to regulators and stakeholders.
Support technical design of interim measures and corrective measures to assess and mitigate the effects of contamination in the tank farms vadose zone.
Management and-or executive consulting on technical feasibility of regulatory actions.
Knowledgeable of groundwater and/or soil contaminant sampling including familiarity with field sampling and analysis plans.
Provide mentorship for the professional development of C&IM technical staff.
Develop mitigation technologies for environmental closure and contaminant migration including evaluation of technical feasibility strategies.
Prepare requisition planning documents (specifications, scopes of work, etc.) for technical and-or engineering sub-contractors.
Comply with H2C policies and procedures and ensure ISMS Principles are incorporated into organization's activities.
Required Qualifications
Grade 21:
B.S. in a Science or Engineering field (e.g., Civil, Structural, Hydrology, Geology, Chemistry, Geophysics, Environmental, Soil Physics, etc.) or related technical discipline; and a minimum of twelve (12) years directly related professional experience.
Grade 22:
B.S. in a Science or Engineering field (e.g., Civil, Structural, Hydrology, Geology, Chemistry, Geophysics, Environmental, Soil Physics, etc.) or related technical discipline; and a minimum of fourteen (14) years directly related professional experience.
- Note the essential duties for this grade level are like those of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Must demonstrate the following minimum experience on the listed activities:
12-years' experience: Interim regulatory corrective action strategies (example: infiltration barrier systems)
10-years' experience: groundwater/soil contaminant sampling including familiarity with development of field sampling and analysis plans.
Planning, implementing, managing, and overseeing environmental characterization projects to support:
12-years' experience: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource, Conservation, and Recovery Act (RCRA),
5-years' experience: DOE Order 435.1
10-years' experience: National Environmental Policy Act (NEPA)
5-years' experience: Model Toxics Control Act (MTCA)
Desired Qualifications
Experience with development of technical scope of work statements, review of proposals, and technical evaluations, and review / approval of subcontractor performance.
A working knowledge of the Hanford Federal Facility Agreement and Consent Order (HFFACO) Tri-Party Agreement (TPA) is strongly desired.
Must possess excellent written and verbal communication skills and be able to convey ideas and information with peers, management, and stakeholders/regulators.
Must possess a working knowledge of regulatory requirements for human health and environmental risk assessment associated with a radiological facility.
Must be proficient with Microsoft Office software (Word, Excel, PowerPoint, Teams) for data analysis, report preparation, and results presentation.
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $145,150
Hiring Range Maximum: $214,288
