Project Manager Location US-WA-Richland Job ID 2026-11477 Overview Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Project Manager in Richland, WA. This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD). This position will support Laboratory Projects within the Mission Sustainment Organization. This position will work onsite in 200W Area in MO-291 and will report to the Laboratory Projects Manager. This is a regular, full-time position, Monday through Thursday, 6:30 a.m. to 5:00 p.m. hours of work. Essential Functions and Job Responsibilities Responsible for the management and execution of assigned projects from initiation through closeout in accordance with HLMI requirements. Duties include support and participation in baseline development and maintenance (technical scope, schedule and budget), project implementation and change management, continuous process improvement activities to include lessons learned and oversight of matrix and project teams through turnover of project. Candidate will be expected to develop Project Work Breakdown Structure (WBS), life cycle schedules and budgets, develop DOE funding request, proactively identifies potential problems and devises ways to resolve them in a timely manner, liaises with Laboratory management, support staff, clients, and oversight personnel to lead Laboratory Projects. Specific skills/abilities required to meet job requirements at the equivalent level in the proposed job family include the following: Acts as a competent project manager in most conventional aspects of managing small to medium, non-stand-alone Engineering, Procurement and Construction (EPC), capital improvement or facility/infrastructure upgrade projects from initiation through closeout in accordance with quality standards and requirements. Makes decisions independently on engineering problems and methods and represents the department in conferences to resolve important questions and coordinate work. Demonstrates interpolative thinking, utilizes advanced techniques, modifications or extensions to practiced theories, and is generally seasoned technically. Plans and conducts work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures and criteria. Contributes to development of new concepts, techniques, and standards. Demonstrates excellent interpersonal and communication skills needed to facilitate project milestones. Is able to clearly and concisely communicate to peers and management. Represent HLMI to both internal and external customers where appropriate; manage related correspondence. Interact with DOE-ORP, DOE-HQ, oversight panels and boards as appropriate, and other organizations on matters involving assigned technical issues. Minimum Requirements Grade 18 - Bachelor's degree (BA/BS) in related field (project management, construction management, engineering or other project related discipline) and 8-9 years of related experience (project execution, engineering, or construction experience), or equivalent combination of education and/or experience. Grade 20 - Bachelor's degree (BA/BS) in related field (project management, construction management, engineering or other project related discipline) and 10-12 years of related experience (project execution, engineering, or construction experience), or equivalent combination of education and/or experience.
