APTIM Program Operations Supervisor in Remote, North Carolina

Job Overview:

APTIM's Energy Transition team is seeking an experienced Program Operations Supervisor to support HOMES and HEAR programs. APTIM's role is to develop and manage Home Energy Rebates created through the Inflation Reduction Act including the Home Efficiency Rebate Program and the Home Electrification and Appliance Rebate Program. The Program Operations Supervisor will work closely with the Operations Manager to oversee, coordinate, and drive strategic initiatives within the energy efficiency program in addition to providing oversight of day-to-day operations. This is a high-impact, fast-paced role that requires exceptional organizational, leadership, and communication skills. The Program Operations Supervisor will serve as a trusted advisor, providing critical support across program operations, stakeholder engagement, and team coordination. This person will function as a bridge between the Operations Manager, state leadership, and staff to ensure the program runs smoothly and efficiently.

The successful candidate will immediately assume an active role supporting the planning and operational activities for the programs. In this role, a critical thinker able to manage multiple tasks, be well-versed in program delivery and design strategies, have excellent written and verbal communication skills, and be able to maintain positive relationships with colleagues and implementation contractors and subcontractors is essential. As the Program Operations Supervisor you must be process focused, detail-oriented, accountable and pragmatic. The primary focus of the role is to support the development and implementation of both Home Energy Rebate programs by developing policies and procedures, coordinating outreach and reporting activities, communicating with internal and external parties at meetings, events, and/or conferences, and managing projects needed to launch the programs. This individual will lead a team to proactively collaborate to define and implement strategies and application processes and documentation around key client drivers, with the primary focus of finding and delivering projects in the market that meet Department of Energy and State governance and program requirements, exceed expectations and drive market transformation.

Key Responsibilities/Accountabilities:

  • Manage project specialists, assess staff performance and provide coaching and guidance to ensure maximum efficiency.

  • Supervise all program application processing and approval activities for NC and MN HOMES/HEAR and new work as attained.

  • Review project application forms by customers, contractors, engineers/consultants, and other program participants to ascertain compliance with program policies and procedures.

  • Maintain schedule for managing program inbox and tasks.

  • Determine eligibility for projects where an exception has been requested.

  • Conduct QA/QC of program processes and protocols, offering process improvements and recommendations, efficiency gains, and cost savings within the program's operations.

  • Develop strong relationships with cross-functional teams.

  • Track progress on key initiatives, ensuring alignment with overall program and state energy efficiency goals.

  • Provide actionable insights and recommendations on program performance, challenges, and opportunities.

  • Lead the development and execution of internal processes and workflows to improve program efficiency.

  • Work with local program directors and staff to ensure smooth coordination across program areas to deliver effective execution of energy efficiency projects (e.g., applications, technology qualification, incentives reviews).

  • Directly assist in the resolution of program operation and act as a resource for problem-solving, conflict resolution, management issues and decision-making within the team.

  • Assist Operations Manager in planning team events and meetings.

  • All other duties as assigned.

  • Ensure compliance with all APTIM quality and safety policies as well as all OSHA regulations.

Basic Qualifications:

  • Bachelor's degree from an accredited four-year college or university or equivalent work experience.

  • 5+ years' management experience related to energy-efficiency program delivery or oversight.

  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.

  • Proven experience in program management, strategic planning, and operational execution.

  • Exceptional organizational and multitasking abilities with a keen attention to detail.

  • Strong written and verbal communication skills capable of presenting complex information clearly and effectively.

  • Proficient in project management tools, Microsoft Office productivity software, and data analysis.

  • High level of emotional intelligence and ability to work effectively with diverse teams and stakeholders.

  • Strategic thinker with a practical, solution-oriented approach to problem-solving.

  • Ability to maintain confidentiality and handle sensitive information with integrity.

  • Self-motivated with the ability to manage time and prioritize projects within established deadlines, work independently, and handle multiple tasks simultaneously with a can-do attitude.

  • Commitment to fostering a collaborative work environment within the team and broader organization.

  • Strong leadership presence and the ability to influence others with or without direct authority.

  • Ability to identify and resolve project incentive application issues with customers and trade allies.

  • Strong communication and collaboration skills; experience with client engagement and coordination.

  • Resilient under pressure, able to manage competing priorities, maintaining a high standard of work.

  • Deep commitment to energy efficiency and the broader goals of the program.

  • Ability to travel to locations based on assignment at least quarterly

Desired/Preferred Qualifications:

  • CEM, PMP, or similar certification or the desire to obtain.

  • 2+ years' experience in the energy efficiency industry preferred.

  • Knowledge of residential energy efficiency and electrification technologies including lighting, HVAC, water heating, appliances, and building envelope and how they affect utility consumption and demand.

  • Experience with project management and analytics software solutions.

As of the date of this posting, a good faith estimate of the current pay range for this position is $85K-$100K annualy. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
