Job Title: HR Compliance and Employment Director

Job Description

The Director of HR Compliance oversees the identification, development, tracking, and outcome reporting of HR programs within a business unit. This role ensures HR policies and practices comply with Municipal, County, State, and Federal laws and provides leadership in developing, maintaining, and enhancing HR policies to meet the needs of various departments. The director is also responsible for leading operational plans for wage/hour compliance and integrating compliance with regulatory standards across HR programs.

Responsibilities

  • Ensure HR policies and practices comply with Municipal, County, State, and Federal laws.

  • Provide direction for compliance assessment related to CDPH, CMS, and The Joint Commission accreditation standards.

  • Act as HR Accreditation Lead with surveyors on audits and investigations.

  • Develop strategic plans to mitigate HR-related risks affecting reputation, security, safety, and sustainability.

  • Stay updated on labor law changes and develop plans to adapt policies and procedures.

  • Liaise with risk management to develop and execute remediation plans based on grievances and claims trends.

  • Manage the Alternative Work Schedule program to ensure compliance.

  • Develop, enforce, and audit timekeeping policies for accurate tracking of hours worked and breaks.

  • Deliver and support HR compliance and policy standards to operational leaders.

  • Create, maintain, and oversee document flow of HR policy approval processes.

  • Manage and train staff on HR compliance for surveys and audit readiness.

  • Lead recruiting and onboarding to maintain adequate staffing levels.

  • Conduct regular compliance audits of HR policies, procedures, and employee data.

Essential Skills

  • Fifteen years of progressively responsible work experience, including seven years in management.

  • Strong hospital management experience with expertise in regulatory compliance.

  • Understanding of applicable regulations and regulatory agencies.

  • Ability to analyze, organize, and problem solve.

  • Ability to direct and manage project and process implementation.

  • Ability to foster effective working relationships and build consensus.

  • Knowledge of HR functional operations, business systems, and processes.

  • Knowledge of local, state, and federal regulatory requirements.

  • Experience with federal and State of California wage and hour compliance.

Additional Skills & Qualifications

  • Bachelor's degree in a related discipline from an accredited institution.

Work Environment

Preferably hybrid in California (knowledge of CA laws required) Standard day shift from 8 AM to 5 PM.

Job Type & Location

This is a Contract position based out of Redwood City, CA.

Pay and Benefits

The pay range for this position is $79.76 - $111.75/hr.
