As a key member of our leadership team, youll guide and support a dedicated group of Business Services Representatives and Community Workforce Specialists, helping them achieve meaningful outcomes for businesses and job seekers alike. From coaching and mentoring staff to driving performance goals and facilitating innovative workforce strategies, youll play a critical role in shaping programs that support economic growth. Youll also collaborate closely with internal teams and community partners to ensure services are aligned, effective, and responsive to regional needs.

This position offers a unique blend of leadership, consulting, and community engagement. Youll work directly with local employers to provide human resource guidance, assist with recruitment and training solutions, and support business retention and expansion efforts. Whether coordinating hiring events, delivering workshops, responding to layoffs, or connecting businesses to funding and training opportunities, your work will directly contribute to stronger businesses and thriving communities.

This salaried, exempt position will start with an annual salary between $70,346 and $78,500 depending on experience. Were looking for a collaborative leader with at least five years of combined education and/or experience in workforce development, human resources, business services, or a related field (a bachelors degree is preferred). Candidates must have a valid California drivers license, maintain a good driving record, and be able to successfully pass a background check. The ability to obtain a workforce development or staffing certification within nine months of hire is required. Scope and Range of Responsibility: Under the supervision of the Program Director, the Business Services Supervisor provides leadership, supervision and coordination for business service activities for all SMART counties. Aligns and coordinates with Smart Program Supervisors to ensure all SMART performance goals are met in accordance with grant guidelines and established monthly, quarterly, and fiscal year timelines.

As Business Services Supervisor, the incumbent will perform a wide range of business and human resource consulting services, and coordinate with the job seeker program team. As an external consultant, the incumbent will directly liaise small businesses in SMARTs service area and provide a full range of human resource solutions. Human resource services provided by the Business Services Supervisor are part of the core Workforce Innovation and Opportunity Act (WIOA) service(s). The incumbents responsibilities include functions to meet NoRTEC contract requirements to provide business services. The position requires extensive outside the office liaison with employers, and travel throughout SMARTs service area.

This position coordinates activities with members of the SMART Business Services Team, including Community Workforce Specialists and staff assigned to the programs department. The incumbent is a member of the SMART Leadership Team and acts as a liaison to other Department Supervisors, the CFO and the Executive Director, as appropriate to effectively advanc SMARTs mission.

Position Duties and Responsibilities SMART Leadership: Collaborate with leadership to develop and implement county-specific goals for business services aligned with all funder and organizational contractual requirements and performance standards. Establish and monitor monthly, quarterly, and annual goals for Business Services Representatives and Community Workforce Specialists. Track progress using internal systems such as Excel, budget tracking reports, and CalJOBS, ensuring data accuracy and accountability.

Work closely with leadership to analyze performance trends, make strategic adjustments, and communicate updates effectively to staff. Foster a collaborative environment that supports goal attainment and continuous improvement. Lead reporting efforts, facilitate meetings, and coordinate staff trainings to ensure alignment, engagement, and ongoing professional development.

Staff Oversight and Team Leadership Lead team performance and productivity using a collaborative approach, including coaching, training, and professional development Support full-cycle staffing efforts, including recruitment, hiring, onboarding, and retention, while addressing staff needs and approvals Promote a positive, equitable work environment by facilitating conflict resolution, leading team meetings and training, and managing schedules and timekeeping

Program Operations and Coordination Coordinate and facilitate Rapid Response services for layoffs and closures, in collaboration with the assigned staff, ensuring employer compliance with applicable regulations and supporting outplacement strategies for affected workers. Support business startups and expansions by connecting employers to resources, including loan programs, tax incentives, marketing strategies, location analysis, and Federal/State identification requirements. Promote business retention and layoff aversion strategies by working proactively with employers to stabilize operations, minimize layoffs, and support a strong and sustainable business community. Ensure all Employer Service Activities are tracked in CalJOBS. Oversee and coordinate employer engagement activities including job orders, hiring events, job fairs, and workforce recruitment efforts to ensure alignment with program goals, performance metrics, and budget targets. Build and maintain strong relationships with businesses through proactive outreach, participation in community events, and collaboration with chambers of commerce, economic development entities, etc. Ensure access to workforce training opportunities for employers and employees, including on-the-job training (OJT), customized training, classroom training, incumbent worker training, and other skill development strategies as funding allows. Facilitate and/or deliver workshops, seminars, economic summits, and employer trainings, provide access to resource libraries and public policy information to support informed business decision-making. Partner with the SMART marketing consultant to ensure consistent branding, outreach, and messaging for Business Services Collaborate with the Program Director to monitor progress, set goals, and resolve operational challenges

Compliance and Reporting Ensure compliance with applicable laws, regulations, policies, and contractual requirements; monitor performance indictors for alignment with established standards Review and approve Business Services documentation, contracts, and financial requests; track budgets and expenditures for accuracy, timeliness and accountability Prepare and deliver required reports; maintain organized records
