Definition Under the supervision of the Business Services Supervisor, the Business Service Representative will be a direct liaison with businesses in SMARTs service area and provide a full range of business services. Business services provided by the representative may be on a fee-for-service basis or as part of core services provided to employers. As SMARTs direct liaison with businesses, the Business Service Representative enables SMART to meet Workforce Innovation and Opportunity Act (WIOA) contract requirements, to provide program and business services. The position requires extensive time outside the office developing relationships with employers in addition to travel within the assigned County and/or travel throughout SMARTs four-county service area, and beyond. The Business Service Representative will coordinate activities with the Business Services Supervisor and members of the SMART Business Service team. They will frequently interact with SMART staff assigned to Adult, Dislocated Worker and Youth Programs. Duties and Responsibilities SMART Collaboration: Collaborate with direct supervisor, leadership and program staff to meet county-specific goals for business services aligned with SMART performance standards for monthly, quarterly, and annual goals for Business Services Representatives and Community Workforce Specialists. Track progress using internal systems such as Excel, budget tracking reports, and CalJOBS, ensuring data accuracy. Work closely with leadership and staff to analyze performance trends, make strategic adjustments, and communicate updates effectively to direct supervisor and leadership. Foster a collaborative environment that supports goal attainment and continuous improvement.
Key Responsibilities: Strategize, coordinate and track structured business outreach efforts across the serving region, focusing on priority industry sectors, employer engagement and job seeker employment that align with SMARTs goals. Coordinate and facilitate Rapid Response activities and track employer service activities in CalJOBS Coordinate with employers to process job orders, recruitment events, and job fairs to meet performance goals and program budgets Work with employers to develop work-based training opportunities including processing business request paperwork, work-based training competencies, employer payroll, and financial requests Track and monitor budget allocations and expenditures for accuracy, timeliness, and accountabi ity Develop, review and submit contract requests in coordination with programs, ensuring completeness and compliance. Prepare and deliver accurate and timely reports as required by SMART and/or grant funders Support audit preparation and activities by ensuring documentation accuracy, maintaining organized records, and responding to audit requests Facilitate and/or directly provide group presentations and training, including workshops, seminars, town meetings, and/or economic summits to local businesses. Provide one-on-one consultation to business clients, including access to resource libraries. Assist business clients with access to local, State and/or Federal public policy information. Be a direct liaison with area businesses and display the ability to translate the clients business plan and goals into human resource capabilities needed to achieve results. Handle complex questions and concerns for clients. Display exceptionally strong communication skills, both oral and written, to provide final products to the business client. Proactively promote SMARTs business services and seek new business relationships by outside business development activities and attending community, business and chamber of commerce functions to network with employers. Coordinate to the extent workable with partnering organizations, (e.g. EDD, SBDC, local government, colleges, etc.), to provide business consultation services. Encourage partner participation to meet business clients needs. Adhere and follow any and all Business Service Policies as set forth by SMART, NoRTEC, EDD and DOL. Meet NoRTEC contractual requirements contained in the SMART/NoRTEC WIOA Contract. Perform other duties as assigned in support of program and organizational goals. Businesses Engagement: Provide Human Resource support to local employers and businesses. This includes offering resources that facilitate business startups, expansions, and employee up-skilling and retention. Additionally provide rapid response Layoff Assistance.
This role requires knowledge of labor laws to guide employers effectively, along with the ability to connect businesses to local, regional, and state programs that offer specialized support. Key responsibilities include delivering rapid response services during layoffs, coordinating employee recruitment efforts, and ensuring employers have access to qualified talent. Connecting employers with job seekers, managing client flow across the organization and partner agencies, and building strong relationships with business and community stakeholders. This role also ensures the effective coordination of workforce services, including job placement, training programs, and hiring events. Ability to understand policies and procedures as they relate to client eligibility leading up to and including enrollment and case management of clients.
