Reading Parking Authority Parking Lot Garage Attendant in Reading, Pennsylvania
This is a part-time operational support position within the Operations Department of the Reading Parking Authority. The Parking Operations Patrol Officer is responsible for active overnight patrol of Authority-owned parking garages and surface lots to ensure facility safety, operational integrity, and compliance with Authority regulations.
Work involves routine and structured patrol assignments, hourly facility inspections, professional public interaction, and continuous communication with Dispatch. The employee is expected to exercise sound judgment in observing and reporting suspicious activity, vandalism, safety hazards, trespassing, and quality-of-life concerns.
ESSENTIAL FUNCTIONS:
Primary responsibility is to patrol the RPA property to ensure safety and protection of anyone using RPA facilities.
Maintain mandatory hourly check-in communication with RPA Dispatch during the entirety of the shift.
Immediately notify Dispatch of emergencies, criminal activity, or situations requiring police or supervisory response.
Complete and submit patrol logs, incident reports, and facility condition reports as required.
Handle Homeless Situations: Calmly and respectfully approach individuals experiencing homelessness who may be using the parking garage as a shelter. Offer assistance or information about local resources, shelters, or services, as needed. Maintain a professional, respectful, and non-confrontational manner, consistent with Authority policies.
Perform structured inspections of stairwells, elevators, lighting systems, entry/exit points, payment equipment, and overall facility conditions.
Identify and report vandalism, property damage, trespassing, loitering, suspicious activity, or safety hazards.
Enforce Garage Rules: Enforce the garage's policies, including ensuring that parking spaces are not being misused or occupied overnight. Address any unauthorized activity with discretion.
Ensure that vehicles are parked properly and that traffic flow is maintained throughout the night. Direct patrons to available parking spaces and provide assistance if needed.
Customer Service: Provide excellent service to patrons during late-night hours, assisting with inquiries or concerns related to parking, garage rules, and safety protocols.
Emergency Response: Be prepared to respond to emergencies, including medical incidents, vehicle breakdowns, or any other emergencies that may arise during the shift.
Request law enforcement assistance when appropriate and communicate clearly and effectively with the Reading Police Department or other emergency responders.
Support overall facility security and operational standards as directed by supervisory staff.
Maintain Facility Cleanliness: Keep the garage clean and free from litter. Address any sanitation issues promptly.

Required Knowledge, Skills, and Abilities
Must follow all traffic law including speed limit in the garages and lots
Must take care of all RPA property, equipment including vehicles.
Ability to work independently during overnight hours with minimal supervision.
Ability to follow established patrol procedures and reporting protocols.
Ability to interact professionally and respectfully with diverse members of the public, including individuals experiencing homelessness.
Ability to de-escalate situations calmly and request law enforcement assistance when necessary.
Ability to read
Strong observational and communication skills.
Ability to remain alert and responsive in low-traffic overnight environments.
Minimum Qualifications
High school diploma or GED equivalent.
Read, write and knowledge of computers
Prior experience i security, patrol services, facility monitoring, or related field preferred.
Must have valid driver's license (required).
Must be able to successfully pass a criminal background check, physical and substance abuse screen.
Physical Demands
Continuous walking and standing throughout shift.
Ability to climb multiple levels of stairs within parking structures.
Ability to work in outdoor and unheated garage environments during varying weather conditions.
