TNT 3D Training and Development Director in Raleigh, North Carolina

Position Summary

The TNT 3D Apprenticeship Director - North Carolina is responsible for the strategic leadership, administration, compliance, and expansion of TNT 3D Construction's Registered Apprenticeship Program (RAP), provisionally approved by ApprenticeshipNC under NC General Statutes Chapter 115D.

This role ensures full alignment with ApprenticeshipNC standards, federal apprenticeship regulations (29 CFR Part 29), and Workforce Innovation and Opportunity Act (WIOA) guidelines. The Director will lead the development of a high-quality workforce pipeline in 3D Concrete Printing (3DCP) and Additive Manufacturing, while advancing the mission of the TNT Philanthropic Division to create equitable career pathways.

A core function of this role includes designing and enforcing a Law-Literacy pathway as a prerequisite credentialing framework that prepares all candidates-especially second-chance and non-court-involved individuals-with the legal, behavioral, and workplace readiness competencies required to safely and responsibly enter employer environments.

Key Responsibilities

1. Program Leadership and Administration

  • Serve as the designated program administrator (or oversee designee) for TNT's Registered Apprenticeship Program (RA-002742).

  • Lead implementation and continuous improvement of the 3DCP Printer Operator - Additive Manufacturing Technician apprenticeship program.

  • Ensure program delivery aligns with approved Standards of Apprenticeship, including:

    • 2,000 hours of On-the-Job Learning (OJL)
    • 144 hours of Related Instruction (RI)
  • Coordinate all apprenticeship operations across TNT training and job sites in North Carolina.

**2. Compliance and Regulatory Oversight**

  • Ensure compliance with:

    • North Carolina General Statutes 115D
    • Federal regulations (29 CFR Part 29)
    • ApprenticeshipNC policies and program standards
  • Maintain accurate records for:

    • Apprentice enrollment, progression, and completion
    • Wage progression and OJL tracking
    • Related instruction participation
  • Prepare for and lead Apprenticeship Program Reviews (APR) during provisional and permanent status phases.

  • Submit required documentation (e.g., Appendix A, B updates, amendments) within mandated timelines.

3. WIOA Alignment and Workforce Development

  • Align apprenticeship program with WIOA Title I workforce development strategies, including:

    • Serving underrepresented and underserved populations
    • Supporting career pathways and sector partnerships
    • Coordinating with local workforce development boards
  • Develop partnerships with:

    • NCWorks Career Centers
    • Community-based organizations
    • Wake Technical Community College
  • Ensure eligibility pathways for WIOA participants and supportive services integration.

4. Industry and Education Partnerships

  • Serve as primary liaison with:

    • ApprenticeshipNC consultants
    • Wake Technical Community College
    • Employers, contractors, and industry stakeholders
  • Expand employer participation and explore future group sponsorship models.

  • Build articulation pathways from pre-apprenticeship to registered apprenticeship.

5. Apprentice Recruitment, Eligibility and Law-Literacy Integration

  • Design and implement equitable recruitment strategies aligned with EEO standards.

  • Oversee participant selection processes (random selection from qualified pool or approved alternative methods).

  • Establish and enforce Law-Literacy as a prerequisite credential for program entry, applicable to both:

    • Second-chance (justice-involved) candidates
    • Non-court-involved candidates
  • Ensure all candidates complete a Law-Literacy Readiness Framework prior to apprenticeship enrollment, including:

    • Occupational Safety and Health Admin stration (OSHA) awareness and safety rights/responsibilities

    • Workplace Codes of Conduct and behavioral expectations

    • Employer Partner Employee Manual comprehension

    • Basic legal literacy related to:

      • Workplace compliance
      • Liability awareness
      • Professional accountability
    • Decision-making, ethics, and jobsite maturity standards

  • Ensure Law-Literacy credentialing supports:

    • Job readiness maturity
    • Reduced workplace risk exposure
    • Alignment with employer insurers and risk management requirements
    • Safe entry into controlled production and construction environments
  • Ensure all apprentices:

    • Meet eligibility requirements (age 18+, HS diploma or equivalent, Law-Literacy credential completion)
    • Receive onboarding materials and agreements (Appendix B)
  • Monitor apprentice performance, retention, and completion outcomes.

6. Program Quality and Training Excellence

  • Ensure high-quality delivery of:

    • Safety training (OSHA, equipment, jobsite protocols)
    • Technical instruction (CAD, additive manufacturing, quality systems)
  • Integrate Law-Literacy principles into ongoing training reinforcement (not just pre-entry).

  • Verify qualified instructors and mentors (journeyworkers) are assigned.

  • Maintain appropriate apprentice-to-journeyworker ratio (2:1).

  • Oversee integration of real-world production and capstone experiences.

7. Philanthropic Impact and Equity

  • Advance TNT Philanthropic Division goals by:

    • Increasing access to high-wage careers in construction technology
    • Supporting diversity, equity, inclusion, and second-chance employment pathways
  • Ensure Law-Literacy serves as an equity bridge, not a barrier, by:

    • Providing accessible training formats
    • Embedding coaching and support systems
  • Track and report impact metrics, including:

    • Job placement
    • Wage progression
    • Credential attainment (including Law-Literacy completion rates)

8. Strategic Growth and Innovation

  • Identify opportunities to:

    • Expand apprenticeship occupations beyond 3DCP
    • Scale program enrollment capacity
    • Secure public and private funding (grants, WIOA, philanthropy)
  • Position Law-Literacy as a replicable model for risk-informed workforce development.

  • Support development of pre-apprenticeship and youth pipeline programs.

Required Qualifications

Bachelor's degree in Workforce Development, Engineering, Construction Management, Education, or related field (or equivalent experience)

Minimum 3-5 years of experience in:

  • Apprenticeship program management, workforce development, or technical training

Demonstrated experience working with justice-involved or opportunity youth populations preferred

Knowledge of:

Registered Apprenticeship systems (state or federal)

WIOA programs and funding structures
