The Safety Manager leads the development, implementation, and oversight of comprehensive safety programs across multiple active heavy civil and site development construction projects. This role promotes a strong safety culture, ensures full compliance with OSHA and other applicable regulations, and partners closely with field leadership to minimize risk, prevent incidents, and maintain a safe work environment for all employees and subcontractors.
Responsibilities
Develop, implement, and maintain company-wide safety policies, procedures, and job-specific safety plans for heavy civil, site development, and infrastructure projects.
Ensure compliance with OSHA, state, and local safety regulations and construction safety best practices across all active job sites.
Conduct regular site safety inspections, audits, and hazard assessments to identify risks and recommend corrective actions.
Lead incident investigations, perform root cause analysis, and develop and track effective corrective and preventive action plans.
Deliver safety training, orientations, and toolbox talks for field and office personnel to reinforce a strong safety culture.
Maintain required safety documentation, logs, and reporting, including OSHA 300/301 logs, incident reports, and other regulatory records.
Serve as the primary point of contact for regulatory inspections and audits, and coordinate responses and follow-up actions.
Partner with project managers, superintendents, and foremen to proactively identify and address safety concerns and improve site safety performance.
Monitor subcontractor safety compliance and enforce site-specific safety requirements for all project participants.
Analyze safety metrics and trends, prepare regular reports, and present findings and recommendations to leadership.
Support return-to-work programs and workers’ compensation initiatives in coordination with appropriate internal stakeholders.
Communicate effectively with the leadership team, providing clear updates, recommendations, and guidance on safety matters.
Operate independently in the field and office, managing safety activities across multiple concurrent job sites.
Essential Skills
At least 5 years of safety management experience in heavy civil, site development, or infrastructure construction.
Strong working knowledge of OSHA regulations and construction safety best practices.
Demonstrated experience managing safety programs across multiple concurrent job sites.
Proven ability to influence field personnel and drive behavioral safety improvements.
Excellent communication skills, including the ability to communicate effectively with the leadership team and field staff.
Strong documentation and organizational skills for managing safety records and reporting.
Ability to conduct thorough incident investigations and develop effective corrective actions.
Ability to work independently and make sound decisions in the field and office.
Hands-on experience with construction safety practices related to grading, site development, and general construction operations.
Additional Skills & Qualifications
OSHA 30 certification (required).
OSHA 510 and/or OSHA 500 certifications preferred.
CHST, CSP, or similar professional safety certification is a plus.
First Aid and CPR certification.
Experience delivering safety training, orientations, and toolbox talks.
Experience analyzing safety metrics and trends and preparing reports for leadership.
Ability to build strong working relationships with project managers, superintendents, foremen, and subcontractors.
Work Environment
This role supports multiple active heavy civil and site development construction sites and requires regular travel to field locations. The Safety Manager works in both office and outdoor environments, including active construction areas with varying weather conditions, uneven terrain, and ongoing equipment and grading operations. The position requires the ability to walk job sites, perform field observations, and occasionally lift materials or equipment related to safety inspections and training. Work hours generally align with standard construction schedules, with flexibility required to visit different sites and respond to incidents or inspections as needed. Appropriate safety attire and personal protective equipment are required when visiting job sites.

Pay and Benefits
The pay range for this position is $120000.00 - $150000.00/yr.
