Job Description

Key Responsibilities and Duties

Project Management

 Serve as the lead project manager for the implementation of three NC Medicaid

quality and population health eƯorts through the improvement of data

exchange—Digital Quality Measures (dQMs), Health-Related Social Needs

(HRSN) Screening, and Care Management (CM)

 Develop comprehensive and time-sensitive project management plans,

including scope, requirements, acceptance criteria, risk management,

communication plans, change management, and detailed project schedules.

 Apply appropriate project management methodologies for project delivery,

ensuring eƯective monitoring and control of scope, schedule, budget, and

quality.

 Implement formal change management processes for identifying, documenting,

tracking, and incorporating changes to projects.

 Manage project resources and team activities, providing feedback and ensuring

project performance aligns with plans.

 Provide regular project reporting, including progress, risks, and blockers, for

stakeholders, including the Centers for Medicare & Medicaid Services (CMS).

 Utilize domain knowledge in clinical and Medicaid datasets to work closely with

technical analysts to reduce ambiguity in requirements, design, assumptions,

constraints, dependencies, and acceptance criteria; assess technical changes

and project impacts; and track the remediation of user acceptance testing (UAT)

findings

Stakeholder and Vendor Coordination

 Coordinate closely with internal and external partners, including the project

team members of HIEA Medicaid Services (HMS), NC Medicaid, and SAS

Institute.

 Provide project management oversight of vendor implementation projects to

ensure compliance with contractual requirements.

 Facilitate eƯicient coordination and planning by serving as a central point of

contact among various project managers from vendor organizations and other

state agencies.

Skills and Requirements

Bachelor’s degree in computer science, a related IT field, business

administration, project management, or a closely related degree from an

appropriately accredited institution, and 3-5 years of experience managing

Medicaid or health IT technical projects; related work; or an equivalent

combination of education and experience.

 Demonstrated ability to develop, manage, and monitor integrated master

schedules and project budgets.

 Considerable knowledge of vendor management and ensuring contract

deliverables are met.

 Experience leading projects using methodologies such as waterfall, agile, or

hybrid models.

 Experience using a wide variety of project management software, including

Microsoft Project and other web-based platforms such as Jira, Asana,

Smartsheet, Workday, or Monday. Project Management Professional (PMP) Certification
