HOKE COUNTY Planner in Raeford, North Carolina
GENERAL DESCRIPTION OF DUTIES
Under general direction, the purpose of the position is to perform professional planning and supervisory work for the County. Positions in this class supervise staff and the activities/services of an assigned Planning Program/Area such as Subdivision and Zoning Ordinance, Inter-local Planning Projects, Long Range Comprehensive Plan, Transportation Planning or E-911 Geographical Data. Performs professional planning work involving the analysis of complex data, application of ordinances, regulations, planning principles and standards, and the presentation of recommendations, findings and program status to various Boards and County Officials.
MINIMUM TRAINING AND EXPERIENCE
Bachelor's degree in Urban Planning or a related field; supplemented by three (3) to five (5) years of experience and/or training that includes performing professional planning work and zoning code work; or an equivalent combination of education, training, and experience.
SPECIAL REQUIREMENTS
AISC Planner Certification PREFFEED or must obtain within 1 year of employment and have a valid North Carolina driver's license with an acceptable driving record.
Knowledge of Work: Has considerable knowledge of the methods, procedures and policies of Hoke County as such pertains to the performance of the essential duties of Planner. Has considerable knowledge of principles and practices of performing professional planning work, supervising staff, conducting planning studies and presenting recommendations and findings to Boards and County officials. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department, and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.
Prepares ordinances, regulations and other public policies/directives which support the activities of the assigned program and submits these to applicable officials/governing body for consideration.
Provides guidance and assistance to landowners, contractors, builders and other interested parties regarding program activities, regulations and actions. Prepares program budget and monitors expenditures.
SALARY:
Grade 73 ($62,322 - $70,512) + Benefits
