Bureau of Reclamation Engineering Technician (Civil) in Provo, Utah

Responsibilities The duties of this position include: Develop, prepare, and/or review plans, specifications, and cost estimates for construction and/or proposed/ongoing projects; Review designs for compliance with current industry practices and ensure designs fit field conditions; Use a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts; Team with engineers to analyze research and testing requirements and objectives to plan, implement, and configure experiments; interprets extensive, incomplete, or conflicting data. Validate data used for and loaded into electronic/automated design and records management applications. Provide technical oversight in ensuring data integrity; Advises on instrumentation, equipment, and laboratory system capabilities. Selects, calibrates, and fabricates laboratory systems; Troubleshoots, fabricates, and adjusts, modifies, and improves test systems, test articles, and materials. Review and approve test materials; Formulates and presents findings, briefings, project papers, status reports, and correspondence; Prepares technical documentation, to include construction material test results and reports, technical construction reports, and final inspection/construction reports. Qualifications You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience performing the following: 1) developing plans, specifications, and cost estimates for construction projects; 2) conducting pre-award activities to ensure contractor work meets requirements and standards; 3) assessing conditions of facilities, hydraulic, mechanical and/or electrical systems, material laboratories, transportation infrastructure, and construction sites; 4) advising on instrumentation, equipment, and laboratory system capabilities, and 5) communicating with representatives outside of an organization, coworkers, and subordinates on technical aspects of the work.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/22/2026. Education This position does not allow substituting education for experience. Additional Information Condition of Employment For Probationary Period: As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or a 2-year trial period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary or trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.
