GovCIO is currently hiring for a Senior Technical Director, Digital Submission & Platform Engineering to provide strategic and technical leadership for the design, implementation, and maturation of an enterprise‑grade digitization and electronic submission platform. This position will be a fully remote position.
Responsibilities
This platform supports the ingestion of high‑volume paper documents from distributed scan sites, applies advanced AI/ML‑based data extraction, and generates fully compliant digital submissions for transmission through the IRS Modernized e‑File (MeF) system. The role is responsible for ensuring accurate, timely, and secure submission processing, acknowledgment handling, and communication workflows across all internal and external stakeholders. The Senior Technical Director will build and lead a high‑performing engineering organization, establish best‑practice development and operational standards, and ensure the platform meets stringent regulatory, security, and performance requirements.
Lead the end‑to‑end architecture and technical direction of the GovCIO digitization platform.
Oversee the integration of document ingestion pipelines, AI/ML extraction models, validation services, and electronic submission workflows.
Ensure all digital submissions meet client specifications, including XML schema compliance, packaging standards, and secure transmission requirements.
Drive platform scalability, reliability, and modernization initiatives aligned with organizational goals.
Build, mentor, and manage a multidisciplinary engineering team, including software engineers, ML engineers, architects, QA, and DevOps personnel.
Establish engineering best practices, coding standards, documentation requirements, and quality assurance processes.
Foster a culture of accountability, continuous improvement, and operational excellence.
Oversee day‑to‑day platform operations, ensuring high availability, performance, and adherence to SLAs.
Implement monitoring, alerting, incident management, and root‑cause analysis processes.
Ensure compliance with all regulatory, audit, and security requirements related to data handling, transmission, and storage.
Serve as the primary technical point of contact for IRS MeF program interactions, external scanning partners, and internal business units.
Collaborate with product, compliance, operations, and executive leadership to align platform capabilities with organizational needs.
Provide clear communication regarding platform status, risks, timelines, and technical decisions.
Evaluate emerging technologies in AI/ML, intelligent document processing, workflow automation, and cloud infrastructure.
Drive initiatives to improve extraction accuracy, reduce manual intervention, and enhance submission throughput.
Lead long‑term planning for platform enhancements, capacity expansion, and regulatory updates.
Qualifications
Required Skills and Experience
Bachelor’s degree in Computer Science, Engineering, or related field; 15 years of experience advanced degree preferred. (or commensurate experience) 12+ years of progressive experience in software engineering, platform development, or enterprise systems leadership.
Demonstrated experience architecting and delivering large‑scale, mission‑critical platforms with complex data workflows.
Strong background in AI/ML‑driven document processing, OCR, or intelligent document processing technologies.
Expertise with XML‑based data exchange, secure web services, and integration with regulated government systems.
Proven ability to build, lead, and develop high‑performing engineering teams.
Excellent communication, organizational, and stakeholder‑management skills.
Clearance Required:
Ability to obtain and maintain a IRS clearance.

Preferred Skills and Experience
Experience with IRS Modernized e‑File (MeF) systems, A2A integrations, or similar government submission platforms.
Experience deploying and scaling ML models in production environments.
Familiarity with cloud platforms (AWS, Azure, or GCP) and modern DevOps practices.
Knowledge of certificate‑based authentication, encryption standards, and compliance frameworks.

Posted Salary Range
USD $220,000.00 - USD $230,000.00 /Yr.
