Your role and responsibilities
We are seeking a UI Project Manager - Scrum Master to join our team and lead large-scale state Unemployment Insurance (UI) transformation programs.
Collaborate with client business teams to understand and gather business requirements for complex UI enhancement, maintenance, and operations projects.
Lead technical teams in developing technical solutions and ensuring proper implementation into the client system.
Represent IBM Project Managers and Scrum Masters at client meetings.
Participate in strategic and tactical project planning and execution for critical UI requirements.
Create project estimates, deliverables, and related artifacts in the SDLC, developing EPICs, features, and related stories based on agreed business requirements.
Manage projects aligned with Agile methodologies, ensuring business requirements are correctly implemented.
Collaborate with cross-functional teams for System Integration Testing (SIT), User Acceptance Testing (UAT), and other testing activities.
Monitor and control project execution, identifying potential issues and risks, and developing mitigation/resolution options.
Adhere to organizational QMS, OPAL, Metrics Management Frameworks, and lifecycle methodologies for both waterfall and Agile projects.
This Job can be Performed from anywhere in the US.
Required technical and professional expertise
Strong understanding of the UI benefits lifecycle, including claims intake, eligibility determinations, adjudication, appeals, overpayments, fraud detection, and employer tax functions.
Experience supporting UI system modernization initiatives, including legacy system transitions, payment engines, and integrations with external agencies.
Proficiency in Agile/Scrum practices, including backlog grooming, sprint planning, stakeholder alignment, risk tracking, and release readiness.
Ability to ensure compliance with USDOL reporting requirements, audit readiness, and regulatory deadlines within a structured governance framework.
Strong stakeholder management and communication skills to coordinate across state agencies, program SMEs, IT teams, vendors, and executive leadership.
