Role Summary

The Resource Planning Analyst II is responsible for developing solutions to complex short-to-mid-term staffing and scheduling challenges for the Customer Service Division at Horizon Air. As an individual contributor, this role makes recommendations to improve workforce planning processes by analyzing staffing trends, identifying potential constraints, and proposing strategies that mitigate operational risk and support financial goals.

Key Duties

  • Take initiative to develop solutions to complex problems like aligning short- and mid-term staffing models with long-term forecasts, identifying hiring and training adjustments, and mitigating operational risks.

  • Make recommendations on team processes to improve resource modeling efficiency, data validation, and continuous improvement of staffing plans.

  • Apply professional concepts and industry methodologies in workforce planning and financial analysis to create accurate staffing, productivity, and hiring estimates for senior leaders.

  • With limited direction from leadership, work independently to conduct ad-hoc analyses and prepare time-sensitive reports and dashboards that validate staffing models and support decision-making.

  • Apply deep knowledge in resource planning to extract and analyze data from large sources, formulate staffing models, and monitor productivity goals.

  • Influence cross-functionally and build relationships with station leadership and FP&A team members to ensure alignment of staffing strategies with operational and financial objectives.

  • Exercise judgment to make decisions in ambiguous situations by developing solutions for complex staffing challenges in a fast-paced, evolving environment.

  • Mentor Resource Planning Analysts I to build capabilities and provide guidance, while remaining willing to perform Level I responsibilities when needed to support team priorities.

  • Provide data and insights to support budget production, forecast accuracy, and variance analysis, ensuring continuous improvement of resource planning processes.

  • Prepare and review regular and ad-hoc reports and dashboards to validate staffing models, improve planning efficiency, and produce hiring plans.

Job-Specific Experience, Education & Skills

Required

  • 2 years of experience in resource planning or scheduling, data analysis, business analysis, or related areas.

  • Bachelor’s degree or an additional two years of relevant training/experience in lieu of this degree.

  • Proficiency with Microsoft Office applications (e.g., Word, Excel, PowerPoint, and Outlook).

  • Advanced Excel skills (e.g., lookups, PivotTables, PowerQuery, macros).

  • Proven ability to apply data-driven insights and best practices to influence operational decisions.

  • Strong analytical, critical thinking, and problem-solving skills with attention to detail.

  • Ability to work independently or in a team to meet business objectives and manage multiple priorities in a fast-paced environment.

  • Excellent verbal and written communication skills, including ability to translate data into actionable insights and solutions for senior leaders.

  • Ability and willingness to travel up to 15% of the time.

  • High school diploma or equivalent is required.

  • Minimum age of 18.

  • Must be authorized to work in the U.S.

Preferred

  • 1+ year of operational resource planning or scheduling experience, preferably with INFORM product suite.

  • Familiarity with Horizon station staffing compliance requirements for scheduling, bidding, training, and pay practices.

  • Experience with data mining and visualization tools (e.g., Tableau, Power BI, SQL).

  • Knowledge of workforce planning methodologies and forecasting models.

Salary Range

$58,700-$96,900 / year

Pay Details

This position has the flexibility to be based in SEA, PDX, BOI, or GEG. The salary range will vary depending on where the new hire is based.

Salary range for SEA:

$64,600 - $96,900

Salary range for PDX/BOI/GEG:

$58,700 - $88,050

Salary Details

Pay will be based on multiple factors, including and not limited to location, relevant experience/level and skillset while balancing internal equity relative to other Alaska/Hawaiian/Horizon employees. Alaska/Hawaiian/Horizon is committed to fair, unbiased compensation along with competitive benefits in all locations in which we operate.

Note: We don’t typically hire at the top of the range.
