JOB SUMMARY
This role will have Director level accountability for large technical teams with enterprise-wide accountabilities. Provide leadership to large cross functional teams. Collaborate with peers in other units, technology/business consultants, and various functional areas and outside consultants to deliver solutions. The incumbent is responsible for overseeing strategy associated with very technical enterprise-wide technologies, and ownership of all aspects of the systems life cycle, including but not limited to strategy, planning/road mapping, market competitive positioning, defining the customer value proposition, budgetary management, design, development, delivery, and support. Includes partnering with business stakeholders, collaborating with peers, leading large cross functional teams, and managing vendors. Manage policy development to address complex issues. Define service levels and insure adherence. Create a team environment that promotes cooperation, accountability, customer focus and effective work relationships in order to attain business goals.
ESSENTIAL RESPONSIBILITIES
Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity.Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
Provides thought leadership and deep technical industry expertise to strategic planning and execution for current and future products. Demonstrated experience and skills in developing and communicating a compelling vision and need for change that generates excitement, enthusiasm and commitment to the process.Establish and use metrics to demonstrate operational excellence.
Provide strategic direction, planning and leadership of very technical, large enterprise-wide teams for current and future business and technical needs,contractual obligations and legislative regulations. Identify opportunities to improve critical business processes. Assess external and internal impacts to define a course or direction. Anticipate organizational impacts and understand procedures associated with introducing new information technologies.
Understand, develop and direct their team’s budget & forecasting and resource utilization across enterprise infrastructure teams.Develops, communicates and presents technical concepts to the enterprise.
Provides leadership and influence across multiple technical teams to develop strategic capabilities and solutions to complex business problems and to the enterprise strategy, including working with a variety of technology systems designing solutions or developing capabilities in healthcare.
Provide expert level communication to all levels of the organization with focus on senior business leadership and C-level leaders.Manage customer expectations and facilitate meetings. Plan, design and provide presentations. Represent Highmark with outside entities. Prepare enterprises wide procedures, policies, reports and correspondence. Collaborate with customers, staff, IT and other stakeholders to identify direction and plans for strategic customer goals, assess impacts, consider available and emerging technologies, compare costs and benefits and recommend solutions.
Influence and collaborate with senior executives and internal staff to develop solutions and options.Manage large teams that span geographic areas and functional groups.
Lead largeRFI’s/RFP’s process and vendor selections support of appropriate technical vendor solutions.

EXPERIENCE
Required
10 years in Information Systems or Information Technology
10 years of developing, presenting, and communicating technical concepts to varying audiences
7 years in a management or leadership role
7 years mentoring others in a Leadership role
5 years of developing strategic plans & roadmaps
Preferred
5 years in the Healthcare Industry
3 years in a leadership role executing technical capabilities that deliver significant business value
3 years in project management with multiple major development projects, demonstrating leadership skills and a track record of managing technical/business staff, financial resources and outside vendors

Required
- Bachelor's Degree in Information Systems or Information Technology or related field OR 6 years of relevant and progressive work experience in lieu of a Bachelor's Degree
