The Project Scientist leads complex environmental projects from planning through completion, ensuring technical excellence, regulatory compliance, and high‑quality deliverables. This role combines fieldwork, data analysis, regulatory permitting, and client collaboration to support projects such as environmental site assessments, wetland delineations, remediation programs, and sustainability initiatives. The Project Scientist also contributes to business development and mentors junior staff, helping to strengthen the overall technical capabilities of the team.
Responsibilities
Lead environmental projects from initial planning through execution, including developing project scope, budgets, schedules, and resource plans.
Demonstrate and apply deep expertise in environmental regulations, permitting pathways, and compliance requirements across a variety of project types.
Manage a diverse portfolio of environmental assignments, including wetland delineations, permitting efforts, Environmental Impact Assessments (EIA), Phase I and Phase II Environmental Site Assessments (ESAs), site remediation activities, and sustainability-focused initiatives.
Collaborate closely with internal teams, clients, regulatory agencies, and other stakeholders to ensure smooth and timely project delivery.
Ensure full compliance with applicable local, state, and federal environmental laws and frameworks, including EPA, NEPA, CEQA, RCRA, and CERCLA requirements.
Produce high-quality figures, maps, and site plans using CADD software to support reports, permit applications, and presentations.
Conduct environmental fieldwork, including overseeing subcontractors and ensuring adherence to proper field protocols and safety procedures.
Direct and review sampling programs and data collection for air, water, and soil quality assessments, ensuring data integrity and accuracy.
Analyze environmental data and translate findings into clear, technically sound reports, permit applications, and regulatory submittals.
Prepare and submit environmental permit applications and other regulatory documentation in accordance with applicable guidelines and timelines.
Provide mentorship, technical guidance, and day-to-day support to junior staff to promote their professional growth and strengthen project teams.
Monitor evolving environmental policies, regulatory updates, and industry best practices, and incorporate these developments into project strategies and methodologies.
Contribute to business development by identifying new opportunities, supporting client relationships, preparing proposals, and participating in competitive bid efforts.
Perform all duties in alignment with project-specific Health and Safety Plans and established industry safety standards.
Essential Skills
Demonstrated expertise in environmental regulations, permitting processes, and compliance requirements.
Strong experience managing environmental projects from planning through execution, including scope, budget, schedule, and resource coordination.
Hands-on experience with Phase I and Phase II Environmental Site Assessments (ESAs), including planning, field execution, and reporting.
Experience conducting wetland delineations and supporting related permitting efforts.
Proficiency in environmental remediation and site assessment, including soil and groundwater investigations.
Ability to direct and review sampling programs and data collection for air, water, and soil quality assessments.
Proficiency in CADD software to develop figures, maps, and site plans.
Thorough understanding of environmental regulatory frameworks such as EPA, NEPA, CEQA, RCRA, and CERCLA.
Strong technical writing skills with the ability to prepare clear, concise, and technically sound reports, permit applications, and regulatory submittals.
Effective collaboration and communication skills for working with internal teams, clients, regulatory agencies, and subcontractors.
Ability to supervise field activities and subcontractors while ensuring adherence to proper field protocols and safety standards.
At least 7+ years of relevant environmental experience, preferably in consulting, energy, or industrial sectors.
Valid Pennsylvania Driver’s License.
Additional Skills & Qualifications
Background in environmental science, environmental engineering, geology, or a closely related discipline.
Experience with environmental remediation projects and sustainability-focused initiatives.
Familiarity with soil sampling and groundwater assessment techniques.
OSHA 40-Hour HAZWOPER Certification preferred.
Professional certification such as PE, PG, CHMM, or QEP preferred.
Ability to stay current with evolving environmental policies, regulatory updates, and industry best practices.
Business development experience, including identifying opportunities and supporting proposal preparation, is an advantage.
Demonstrated ability to mentor and guide junior staff in both technical and professional development.
Work Environment
The Project Scientist works in a mixed office and field environment, balancing desk-based analysis and report preparation with on-site investigations and sampling activities. Office work involves frequent use of CADD software and other technical tools to produce figures, maps, and site plans, as well as preparation of detailed technical reports and regulatory submittals. Fieldwork may include travel to various project sites, conducting soil, groundwater, air, and surface water sampling, overseeing subcontractors, and performing site assessments and remediation-related activities. The role follows project-specific Health and Safety Plans and established industry safety standards, with appropriate field attire and personal protective equipment required during site visits. Work hours generally follow standard business schedules, with occasional flexibility needed to accommodate fieldwork, regulatory deadlines, or client needs.

This is a Contract to Hire position based out of Phoenixville, PA.
Pay and Benefits
The pay range for this position is $33.65 - $43.27/hr.
