Role Summary
The Program Manager, Strategy, Metrics & Budget serves as a key member of the Cybersecurity leadership team, directly supporting the Vice President, Cybersecurity (CISO) in shaping, operationalizing, and governing the enterprise cyber strategy. This role oversees critical programs that ensure the cybersecurity organization is aligned to business priorities, financially disciplined, data‑driven, and positioned to reduce risk across the enterprise. This role supports the cybersecurity directors and influences their programs.
The leader in this role drives strategic planning, performance measurement, budget stewardship, and portfolio governance for a Fortune 200 cybersecurity program. They partner closely with IT, Finance, Enterprise Risk, and business unit leaders to ensure transparency, accountability, and measurable progress toward risk‑reduction objectives.
Key Responsibilities
1)Cyber Budget Management
Partner with corporate finance to deliver the end‑to‑end cybersecurity budget, including annual planning, forecasting, variance analysis, and multi‑year investment modeling.
Partner with finance and procurement teams to ensure accurate financial tracking, cost optimization, and alignment of spend to strategic priorities.
Provide executive‑ready reporting and insights to the CISO and senior leadership on budget performance and investment needs.
2) Dashboards & Outcome Driven Metrics (ODMs)
Lead the design, implementation, and governance of Outcome Driven Metrics (ODMs) that clearly articulate how cybersecurity activities and investments reduce enterprise risk.
Develop and maintain dashboards and reporting mechanisms that translate ODMs into actionable insights for executive and operational stakeholders.
Ensure ODMs are tightly aligned to strategic objectives, risk‑reduction targets, maturity assessments, and regulatory expectations, with a strong emphasis on data quality, consistency, and automation.
Partner with technical and business teams to validate metric definitions, data sources, and measurement methodologies to ensure accuracy and relevance.
Tether metrics to enterprise risk-reducing projects, measuring outcomes of key efforts and investments
3) Enterprise Risk Reduction Project Mapping
Maintain a comprehensive mapping of IT‑owned and cybersecurity‑owned projects that contribute to enterprise cyber risk reduction.
Trace each project to the specific metric(s) and risk category it influences, ensuring clear visibility into how initiatives drive measurable outcomes.
Partner with IT leaders to validate project alignment, dependencies, and progress toward business-enablement, cyber maturity and risk‑reduction targets.
4) Cyber Strategy Development & Execution
Support the CISO in defining and updating the enterprise cybersecurity strategy, ensuring alignment with business objectives, regulatory expectations, and emerging threat landscapes.
Translate strategic goals into actionable roadmaps, investment plans, and measurable outcomes.
Facilitate strategic planning cycles, maturity assessments, and long‑range capability development.
Produce communications, presentations and dashboards that communicate cyber objectives and progress
5) Cyber Project Portfolio Governance
Oversee the cybersecurity project portfolio, ensuring prioritization, resource alignment, and delivery against strategic objectives.
Establish governance processes for intake, evaluation, prioritization, and tracking of cyber initiatives.
Provide portfolio insights and recommendations to the CISO and senior leadership to support decision‑making.
6) Managed Services Provider (MSP) Governance
Oversee the overall contract execution and relationship between the cybersecurity MSP and Avnet cybersecurity organization
Submit initiatives for use of MSP enhancement hours and coordinate approvals
Track and investigate cumulative MSP issues and opportunities for improvement, coordinate follow up with MSP for remediation actions
Gather input for contract changes in critical service levels (CSLs) and key performance indicators (KPIs), submit and seek approval for all CSL and KPI changes
Coordinate project change requests (PCRs) and statements of work (SOWs) with MSP and Procurement
Maintain organizational chart inclusive of MSP staff
7) Leadership & Collaboration
Serve as a trusted advisor to the CISO, providing strategic insights, data‑driven recommendations, and executive‑level communication.
Lead cross‑functional collaboration with IT, Enterprise Risk, Finance, PMO, and business units to ensure alignment and transparency.
Mentor and develop team members supporting metrics, financial management, and strategic planning functions.
Work Experience:
- Typically 8+ years with bachelor's or equivalent.
Education and Certification(s):
- Bachelor's degree or equivalent experience from which comparable knowledge and job skills can be obtained.
