Department: Web Marketing

This position is based in Philadelphia but is eligible to be performed remotely from within the United States. For remote work outside PA/NJ/DE/MD, employment will be through a third party.*

Salary Range: ($80,308.80-$129,958.40)

Summary:

  • The Digital Products and Marketing Technology Team at Penn Medicine leads the strategy, development, and delivery of digital products, platforms and experiences that power marketing performance and patient engagement across the health system. This includes oversight of marketing technology, web and mobile experiences, CRM, and contact center solutions that drive personalized, connected journeys. The team also supports digital customer service channels, enabling timely, seamless assistance across web, chat, and other digital touchpoints.The Senior Program Manager, Digital Design Operations is responsible for driving operational excellence across Penn Medicine's digital design workflows. This includes improving how design and UX research requests are initiated and prioritized, maintaining the design system and component documentation, streamlining web content and digital campaign processes, and enhancing how progress is communicated across teams. The role focuses on aligning work to team capabilities and establishing clear methods for measuring efficiency and impact.In close partnership with colleagues across the marketing department and digital experience teams, the Senior Program Manager defines and implements scalable, cross-functional processes that bring clarity, consistency, and structure to how digital design work gets done. This role champions continuous collaboration by introducing new operational practices, integrating feedback loops, governing and evolving the design system, and supporting research operations where they intersect with design. It also leads the rollout of tools, documentation, and training to ensure process improvements are adopted and sustained. Ideal candidates are experienced in project management, design operations, and agile methodologies, with a track record of driving measurable improvement in complex, fast-paced environments.

Responsibilities:

  • Digital Operations & Process Improvement

  • Establish scalable frameworks and workflows that improve team coordination, reduce inefficiencies, and support consistent execution across digital marketing and design efforts.

  • Develop and maintain process documentation, intake structures, and operational best practices to increase transparency and accountability across projects.

  • Define and track operational metrics (e.g., velocity, delivery timelines, adoption rates) to assess and improve team performance over time.

  • Support quarterly planning, sprint cycles, retrospectives, and reporting across digital teams.

  • Design System Governance & Documentation

  • Lead governance and documentation for the design system to ensure consistency, usability, and efficiency across Penn Medicine’s web and digital portfolio.

  • Maintain the design component pipeline and documentation, ensuring accurate implementation and adoption across teams and partners.

  • Standardize workflows for content and creative intake, ensuring alignment with brand, accessibility, and regulatory standards.

  • Research & Workflow Integration

  • Develop operational frameworks that streamline design workflows, improve cross-team coordination, and enable scalable, high-quality execution across the digital experience ecosystem.

  • Partner with UX researchers to optimize research-specific processes such as participant recruitment, insight documentation, and integration of findings into design and content workflows.

  • Support integrated UX and marketing workflows that allow insights to inform content, design, and digital execution.

  • Vendor, Budget & Team Oversight

  • Manage vendor relationships and ensure external partners deliver work aligned with Penn Medicine standards and budgets.

  • Oversee operational budgets exceeding $800,000, including contracts, scopes of work, and performance tracking.

  • Provide direct or indirect leadership to contractors or junior staff, fostering growth in digital design operations and project delivery disciplines.

  • Professional Development. Stays abreast of health care, marketing, and technology-related issues to serve as a knowledgeable leader and system resource. Maintains skill levels in technology tools required to perform job requirements.

  • Performs duties in accordance with Penn Medicine and entity values, policies, and procedures

  • Other duties as assigned to support the unit, department, entity, and health system organization

Education or Equivalent Experience:

  • Bachelor's degree. (Required)

  • 8+ years of working in related field. (Required)

  • 5+ years of experience in Design Operations, UX Operations, program management, project management, product management, and/or business process management. (Required)

  • 3+ years of experience with digital products/services, design systems, or design/UX workflows. (Required)

  • Master's degree. (Preferred)

  • Previous experience in the tech industry. Experience managing budgets. (Preferred)
