Defense Logistics Agency Program Analyst in Philadelphia, Pennsylvania

Responsibilities Coordinates the development of new/revised processes, procedures and business rules with Customer Analysts from other sites and with representatives from affected programs. Monitors, analyzes, and evaluates performance data/metrics to ensure the organization is meeting its performance targets and identifies trends and other factors adversely affecting performance for assigned programs and customers. Responds to correspondence received from Command, other HQ DLA components, DoD/DLA activities, and customer organizations. Identifies process constraints and works with the Customer and Supplier Operations groups to develop innovative strategies, recommendations, or methods that satisfy customer expectations. Develops research papers, data reports, point papers, and descriptive information for use by DLA management, program managers, and Customer and Weapons Systems Support managers. Collaborates with personnel who execute marketing activities and in-depth analysis to develop reports on competitors, customers and prospective customers. Requirements Conditions of Employment Qualifications To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Compiling findings and conducting appropriate qualitative and quantitative analyses to reach conclusions regarding new techniques. Acting as a consultant and/or program officer to secure new supply and logistics techniques or concepts from a wide variety of sources. Interpreting intent of governing documents and performing complex studies of policies, procedures, and programs, including their functional and system implementation. Utilizing new or innovative approaches to evaluate process effectiveness and explore logistics solutions for customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
