OSP Engineer – Underground Fiber (QA/QC & Redlines)
Job Overview
Our client is seeking an experienced OSP Engineer with a strong focus on underground fiber construction, QA/QC, and design redlining to support large-scale fiber deployment projects in the Philadelphia market. This role requires deep local market knowledge, strong familiarity with Philadelphia permitting and regulations, and hands-on experience using GIS mapping tools.
This position is ideal for an engineer who understands how underground OSP designs translate to the field and can ensure construction aligns with approved plans and local requirements.
Key Responsibilities
Perform QA/QC reviews of underground OSP fiber designs and construction prints
Redline OSP drawings based on field conditions, as-builts, and construction feedback
Review underground conduit, handhole, and duct bank designs for accuracy and constructability
Ensure designs comply with Philadelphia-area permitting requirements, codes, and utility standards
Coordinate with municipalities, DOT, and permitting authorities as needed
Support construction teams by resolving design discrepancies and field issues
Validate route alignment, depths, crossings, and utility conflicts
Maintain accurate documentation and finalized as-built records
Required Qualifications
3+ years of OSP engineering experience with a strong emphasis on underground fiber
Proven experience performing QA/QC and redlining of OSP designs
Strong Philadelphia market knowledge, including local utilities, ROW constraints, and permitting processes
Working knowledge of city, county, and state permit requirements and regulations
Experience using GIS mapping tools, specifically ArcGIS or similar platforms
Ability to read and interpret OSP construction drawings and specifications
Valid driver’s license and ability to perform field walks
Preferred Qualifications
Experience with as-built documentation and post-construction design updates
Familiarity with joint trench, bore, and trench-and-restore methods
Experience coordinating with multiple utility owners
Background supporting large-scale metro fiber builds
Tools & Systems
ArcGIS (required)
GIS-based mapping and OSP design tools
Microsoft Office (documentation and reporting)

This is a Contract position based out of Philadelphia, PA.
Pay and Benefits
The pay range for this position is $35.00 - $50.00/hr.
