Philadelphia Housing Authority Network Technician Supervisor in Philadelphia, Pennsylvania

Marketing Statement

Under basic supervision of the VP of IT Infrastructure, directs the activities of a technical data processing staff responsible for ensuring the appropriate entry, processing, production, and maintenance of information.  The incumbent is responsible for overseeing computer room operations in a configuration with a medium scale mainframe and minicomputer, multiple operating systems, and extensive telecommunications network, and several remote sites. 

 

The salary range for this position is $70,964 - $88,706 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

 

Qualifications

Prepares requisitions for materials, supplies and equipment and maintains the requisition

records in good order; Understands budgets or financial statements and what that means to PHA operations; Maximizes use of resources provided by PHA, Department, or program; Can identify additional resources needed for program or project; Uses Departmental or program/project resources efficiently.

 

Education, Training and Experience Guidelines:

Bachelor's Degree in Computer Science, Information Systems, or a closely related field; AND two (2) or more years experience in multiple network systems environment; OR an equivalent combination of education, training and experience. 

 

Required Knowledge of:

 

Principles and practices of network administration, system access, and security procedures; Troubleshooting techniques for multiple WAN/LAN network operating domains, relational databases, and web- and windows-based software applications; Network computer languages, hardware, technologies, topologies, and administration protocols; Networked computer system environments and device capabilities; Maintenance standards for network operating systems and servers, and other software applications unique to PHA departments.

 

Required Skill in:

 

Product knowledge and technical skills to install network components and operating systems; Analyzing network problems, evaluating alternatives, and developing solutions based on findings; Maintaining network hardware, hubs, switches, routers, and network cabling requirements; Analyzing equipment and system malfunctions, troubleshooting computers and software applications, and determining effective solutions; Troubleshoot network issues quickly by identifying the sources of the problem; Solving technical problems involving multiple operating systems, applications, and platforms; Assessing and prioritizing multiple tasks, projects and demands; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers; Operating a personal computer utilizing standard and specialized software; Communicating effectively verbally and in writing.

 

LICENSE AND CERTIFICATION REQUIREMENTS:

Microsoft, Cisco, Oracle, and other professional IT certifications are desirable.

 

Bachelors' Degree in Computer Technology/Information Systems or completion of post high school computer technology academy program.

 

2 -- 4 years of experience in operating computer peripheral equipment, one year of which has been in an administrative capacity scheduling, controlling, and resolving related problems.

A valid Commonwealth of Pennsylvania Driver's License

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in a standard office environment. Physical dexterity is required to work in confined spaces and use precision tools and equipment; requires vision capacity to perform fine calibrations and differentiate between colored wires.

 

 

 

Responsibilities

Plans, assigns and reviews the activities of staff responsible for computer operati ns including remote sites; Oversees monitoring of equipment usage and maintenance of equipment and establishes procedures for computer room operations; Establishes and modifies procedures to improve efficiency and meet work demands; Defines tasks and assignments; reviews work in progress and upon completion for conformance with established procedures and policies; Supports and accomplishes PHA strategic goals.  Promotes and advocates for achievement of strategic goals; Prepares routine and special reports, procedural manuals and reports of unit activities; Prepares communications bulletins to update users on new procedures; Trains and orients personnel in assignments, uses and capabilities of equipment, and work rules; Confers with department and technical staff to ensure production and quality standards are maintained as required; maintains statistical and other types of records; Explains, advocates, and expresses facts and ideas in a clear manner; provides back-up information to address any possible questions or concerns and support facts.
