Marketing Statement
Under general supervision, reviews and examines projects or program management plans in order to evaluate their performance and make recommendations as warranted to improve efficiency and long-term success. Conducts research, performs data analysis, and provides technical support and implementation assistance, including written reports and audio-visual presentations, for projects across various departments in the Leased Housing Division. Researches and synthesizes regulatory requirements, policy options and best practices. The incumbent(s) will performs complex analysis and modeling of financial, demographic, housing management, and other performance indicators and data to inform policy, procedural and programmatic decision-making. Provides support to senior management in Leased Housing including managing interdepartmental projects. Performs other duties as assigned.
The salary range for this position is $61,708 - $77,135 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.
Qualifications
Education, Training and Experience Guidelines: Minimum education Bachelor's Degree in Public or Business Administration, Law, Accounting, Economics or a related field
Minimum experience One (1) to three (3) years of experience involving related field; OR an equivalent combination of education and experience
Required Knowledge of:
HUD Regulations; standard operating procedures; Policies, practices and regulations of the Real Estate Development, public housing, and/or subsidized housing industries; Methods, procedures, and standards for maintaining confidential records; Research and data analysis methodologies and principles; Principles and practices of management, organization and administration; General office practices and equipment; Standard and specialized (e.g. data analysis/reporting) computer software applications.
Required Skill in: Utilizing analytic techniques and equipment; Analyzing and interpreting a variety of facts and findings; Research and data analysis; Ensuring compliance with regulations governing PHA and HUD operations; Operating a personal computer utilizing standard and specialized software; Communicating effectively both verbally and in writing; Preparing and delivering reports both in written and verbal formats; Interacting with people of different social, economic, and ethnic backgrounds.
Prioritizing tasks and responsibilities in a high-volume, fast-paced environment to ensure compliance with multiple deadlines. Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, and the general public.
Travel required Travel to PHA sites as warranted in Philadelphia
Responsibilities
Coordinates preparation internal and external reports through gathering, analyzing and summarizing data and information from various departments; Conducts research and prepares written reports on statutory, regulatory and budgetary requirements related to operational areas; Performs data analysis and/or modeling using internal and external data to assess operational performance, model impacts of financial, policy and/or programmatic changes and/or respond to other organizational needs; Research and summarize best practices in various operational areas to support organizational improvement; Prepares and monitors work plans, schedules, work scopes and budgets; Ensures that program/project expenses are charged correctly, and if not research and provides reasons for discrepancies; Prepares summary and detailed written reports for all levels of staff (i.e. front-line through Executive); Prepares and delivers presentations on policy and programmatic issues, including presentations that sum arize results of research and/or data analysis; Represents supervisor at bother internal and external meetings; Collaborates with the information technology department to develop online management reports and key performance parameters; Organize and/or participate in projects from planning through delivery to review program performance and compliance; Stays abreast of new trends and innovations; Maintains absolute confidentiality of work-related issues and PHA information; Provides support to other roles within assigned area(s); AND Performs related duties and responsibilities as assigned.
