Office of the Secretary of Defense Supervisory Management and Program Analyst in Pentagon, Virginia

Summary The incumbent selected for this position will serve as the Supervisory Team Lead to the Deputy Assistant Secretary of War (Housing) (DASW(H)) and the Supervisor for the Office of the Deputy Assistant Secretary of War (ODASW(H)) staff, reporting to and working under the broad policy guidance of the DASW(H). Incumbent typical work assignments may include the following: Maintains expertise in housing authorities, to include military construction, operations and maintenance, leasing, the Military Housing Privatization Initiative (MHPI), and MHPI budget scoring, project financing, and federal credit program requirements; Finalizes draft policies and procedures to achieve agency housing goals and implements final policies issued by the Chief Housing Officer. Completes analysis in support of quarterly programmatic reviews of each Military Department's MHPI housing portfolio, and helps develop quarterly housing updates to the organization and the Military Department Assistant Secretaries responsible for housing. Reviews, prepares, and finalizes written proposals and scoring report packages for potential new, renewed, or restructured MHPI projects as required for review and approval and potential submission to the Office of Management and Budget (OMB), to include review and finalization of products drafted by other organization staff and consultants. Serves as the supervisor for staff reporting to and working under the Assisstant Secretary of War for Housing. Senior analyst, technical expert, and advisor to DASW(H) and other OASW(EI&E) senior executive leadership for policy development and program oversight of all DoW housing programs. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the NH-4 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to oversee agency housing programs, which encompass government-owned, government-controlled and privatized family and unaccompanied housing; privatized lodging; and the Homeowners Assistance Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
