Immediate Office of the Chief of Naval Operations PROGRAM ANALYST in Pentagon, Virginia

Summary You will serve as a FUTURE AMPHIBIOUS COMBATANT SHIPS REQUIREMENTS ANALYST in the EXPEDITIONARY WARFARE DIVISION of IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will serve as the primary point of contact for all future amphibious combatant ship programs. You will coordinate and develop all future amphibious combatant ship requirements. You will monitor rates of obligation and expenditures for appropriated funding aligned with programs directly sponsored by the division in support of future and new construction ships. You will recommend policy and plans crafted to support strategic messaging and/or decision making for senior military officials and civilian executives and officials. You will manage the work and activities of assigned subordinates and support personnel. You will routinely and proactively advise the Branch Head on status of shipbuilding programs, 30-year shipbuilding plan, funding/budget health and all analytical activities and assessments related to future amphibious combatant ships. You will ensure team correspondence is correctly drafted with quality assurance, classified/secured, staffed and archived. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying principles and practices of Navy requirements development processes to assigned programs; 2) Participating in the planning, programming, budgeting, and execution processes (PPBE) for programs; 3) Recommending policy, and plans to support strategic messaging and/or decision-making for senior military and civilian executives and officials; 4) Leading in problem solving and coordination of plans for high level briefing sessions aimed at resolving issues and providing guidance for warfare capabilities and force modernization; 5) Establishing rapport and relationships with other program experts and key administrators that support Navy functions. 6) Formulating and managing requirements development and resourcing activities related to amphibious combatant ship acquisition programs.
