Immediate Office of the Chief of Naval Operations FINANCIAL MANAGEMENT ANALYST in Pentagon, Virginia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will analyze PPBE data and develop integrated financial recommendations to support senior leadership decision making. You will collaborate with program offices and stakeholders to develop, justify, and execute budget plans across multiple accounts. You will evaluate program performance and recommend improvements to enhance efficiency and effectiveness of financial operations. You will interpret and apply financial policies regulations, and guidance to ensure compliance and proper use of funds. You will develop and present financial reports, findings, and alternatives to influence management decisions and program direction. Requirements Conditions of Employment Qualifications GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Analyzing and integrating Planning, Programming, Budgeting, and Execution data from multiple sources to develop comprehensive financial recommendations for senior leadership. 2.) Applying analytical and evaluative techniques to assess program effectiveness, identify inefficiencies, and recommend improvements to budget and financial management processes. 3.) Interpreting financial policies, regulations, and guidance to ensure proper execution of program funds and alignment with organizational objectives. 4.) Collaborating with requirement offices and stakeholders to consolidate program requirements, develop budget submissions, and support execution year financial planning. 5.) Developing long range financial plans, performance metrics, and evaluation criteria to measure program outcomes and support data drive decision-making. GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Utilizing all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) process to analyze the Command's programs and resources; 2.) Managing and resolving resource sponsorship issues related to Program Objective Memorandum (POM) formulation and re-programming efforts; 3.) Applying capability-based analysis using high-level strategic guidance (e.g., CNOG, DPG, etc.) to the POM development process to determine prioritization of emergent issues; 4.)
