Job Title: Site Safety and Health Officer (SSHO)Job Description

The Site Safety and Health Officer oversees all environmental, health, and safety activities for a federal construction project, ensuring strict compliance with EM 385-1-1, OSHA, and other applicable regulations. The role focuses on construction safety, accident prevention, and environmental stewardship while supporting projects in the $3–8 million range. The SSHO promotes a strong safety culture, reduces workplace incidents, and ensures that all work meets regulatory, contractual, and project-specific safety requirements.

Responsibilities

  • Serve as the designated Site Safety and Health Officer for a federal construction project, in full compliance with EM 385-1-1 Section 1 and Section 01.A.17.

  • Ensure that all requirements of 29 CFR 1926.16 are met for the project and that the contractor’s safety obligations are clearly implemented in the field.

  • Remain on the work site at all times, or ensure an equally qualified Alternate SSHO is present, to implement and administer the contractor’s safety program and the Government-accepted Accident Prevention Plan.

  • Administer and enforce the project’s safety plans, including Activity Hazard Analyses (AHA), Material Safety Data Sheets (MSDS)/Safety Data Sheets (SDS), and site-specific safety procedures.

  • Support and oversee a construction project in the $3–8 million range, ensuring that safety considerations are integrated into all phases of work.

  • Spend approximately 90% of time in the field, actively observing work activities, identifying hazards, and verifying that crews follow safe work practices.

  • Conduct regular site inspections and audits to monitor compliance with building codes, safety regulations, EM 385-1-1 requirements, and project specifications.

  • Review and verify that all materials, tools, and workmanship meet project safety and quality standards.

  • Investigate and troubleshoot reported safety and quality issues, identify root causes, and drive corrective and preventive actions.

  • Oversee the training, credentials, and qualifications of workers on site, ensuring all personnel maintain required certifications and safety training.

  • Lead or coordinate safety orientations for new workers and subcontractors, clearly communicating project safety expectations and procedures.

  • Review and maintain daily safety paperwork, including logs, inspection reports, incident reports, and safety meeting documentation.

  • Collaborate with project leadership, including superintendents and quality control personnel, to prioritize safety in planning and execution of all construction activities.

  • Promote a safety-first culture on site by engaging with workers, reinforcing safe behaviors, and addressing unsafe conditions promptly.

  • Support long-term safety planning for future projects, with flexibility to work on additional sites throughout the Southeast region as opportunities arise.

Essential Skills

  • 3 to 20+ years of experience in environmental, health, and safety (EH&S) management, preferably within a similar industry.

  • Minimum of 5 years of continuous experience in construction safety, specifically in a construction environment rather than industrial or manufacturing.

  • Demonstrated experience managing federal construction projects as the direct SSHO.

  • Strong knowledge and practical application of EM 385-1-1 requirements, including Section 1 and Section 01.A.17 and associated sub-paragraphs.

  • Proficiency in applying and enforcing OSHA standards, including OSHA 30-level understanding and 29 CFR 1926.16 requirements.

  • Proven ability to administer and implement a contractor’s safety program and a Government-accepted Accident Prevention Plan on site.

  • Experience conducting field safety inspections, hazard assessments, and compliance audits on active construction sites.

  • Ability to review and manage Activity Hazard Analyses (AHA), MSDS/SDS, and site-specific safety plans.

  • Strong understanding of construction processes, building and safety codes, and project specifications as they relate to safety and quality.

  • Ability to oversee and verify worker training, credentials, and certifications to ensure compliance with project and regulatory requirements.

  • Comfort working predominantly in the field (approximately 90% of the time) in an active construction environment.

  • Strong problem-solving skills to investigate safety and quality issues and implement effective corrective actions.

  • Clear, confident communication skills to engage with field crews, subcontractors, and project leadership on safety matters.

Additional Skills & Qualifications

  • OSHA 30-hour construction safety training certification.

  • EM 385-1-1 training or equivalent experience applying EM 385-1-1 standards on federal projects.

  • Experience with NAVFAC safety requirements and typical NAVFAC SSHO expectations.

  • Prior experience on federal construction projects, including work under USACE or similar agencies, is a strong plus.

  • Renovation construction experience is beneficial.

  • Background as a Superintendent or Quality Control Manager (QCM) is a plus, provided the candidate brings a strong safety-first mindset.

  • Experience promoting environmental sustainability practices within construction projects is advantageous.

  • Flexibility and willingness to support long-term employment opportunities on projects across the Southeast region.

Work Environment

This role is based on an active federal construction site in Florida, primarily at a naval air station and neighboring installations. The Site Safety and Health Officer works predominantly in the field, spending about 90% of the time outdoors and in active work areas, with limited office time dedicated to orientations, daily paperwork, and safety plan reviews. The environment includes typical construction conditions such as varying weather, noise, and ongoing heavy equipment and trade activities. The position operates within a structured safety framework guided by EM 385-1-1, OSHA standards, NAVFAC requirements, and a Government-accepted Accident Prevention Plan. Appropriate construction-site attire and personal protective equipment are required at all times. The role offers the potential for long-term employment and future project opportunities throughout the Southeast region.

This is a Contract position based out of Pensacola, FL.

Pay and Benefits

The pay range for this position is $50.00 - $60.00/hr.
