Actalent Construction Quality Control Manager in Pensacola, Florida
Description
A Federal Quality Control Manager (QCM) is responsible for developing, implementing, and enforcing the Contractor Quality Control (CQC) program on federal construction projects. The role ensures all work complies with contract documents, USACE standards, federal regulations, and approved submittals. The QCM serves as the primary quality liaison between the contractor and the Government (USACE/NAVFAC/DoD).
Key Responsibilities
Develop, implement, and maintain the Quality Control Plan (QCP) in accordance with USACE CQM requirements
Execute the Three-Phase Control System (Preparatory, Initial, Follow-Up Inspections) for all definable features of work
Conduct and document daily QC inspections and submit daily quality control reports
Review and manage submittals, RFIs, shop drawings, and test reports for compliance with contract specifications
Coordinate and chair preparatory meetings, initial inspections, and weekly QC meetings
Track, document, and resolve deficiencies and non‑conformance reports (NCRs)
Coordinate material testing and inspections (soil, concrete, welding, etc.) and verify results
Maintain all QC documentation for project closeout and audits
Interface directly with USACE/NAVFAC QA personnel and government representatives
Support schedule adherence while ensuring quality is never compromised
Required Qualifications
5+ years of construction quality control experience on federal projects (USACE preferred)
USACE Construction Quality Management (CQM) for Contractors certification (mandatory)
Strong knowledge of USACE specifications, EM 385‑1‑1, and federal construction standards
Experience with RMS/QCS, Procore, or similar QC documentation systems
Ability to read and interpret plans, specifications, and contract documents
Strong communication and documentation skills

This is a Contract to Hire position based out of Pensacola, FL.
Pay and Benefits
The pay range for this position is $50.00 - $55.00/hr.
