Naval Air Systems Command SUPERVISORY GENERAL BUSINESS AND INDUSTRY SPECIALIST in Patuxent River, Maryland

Summary You will serve as a SUPERVISORY GENERAL BUSINESS AND INDUSTRY SPECIALIST in the COST & SCHEDULE ANALYSIS DEPARTMENT, SYSTEMS ACQUISITION GROUP of NAVAIRWARCENAC DIV. Responsibilities You will be responsible for program cost estimating; resource analysis; contract cost and schedule performance evaluation; schedule development; and data quality standards in support of program management efforts throughout systems’ life cycles. You will oversee the recruitment, hiring, and onboarding of personnel to maintain the organization’s operational capacity and ensure it has the skilled workforce necessary to achieve its objectives. You will provide mentorship, training, and developmental opportunities, ensuring that junior personnel advance their skills and contribute effectively to the organization’s objectives You will provide contract management oversight as the Contracting Officer's Representative (COR) for the department’s service contracts, monitoring contractor performance, addressing issues, and ensuring that contractual obligations are met. You will track and report key metrics and measures, such as contract performance indicators, resource utilization, and compliance rates, to senior management. You will ensure that all products and services provided to Cost and Schedule Analysis Department customers are in accordance with established policies, procedures and processes. You will perform analyses for systems in all phases of the life cycle (i.e., development, production, and sustainment) involving state-of-the-art engineering and manufacturing techniques. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the (GS 13/14) grade level or (NM-04) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
