Naval Air Systems Command INTERDISCIPLINARY ENGINEER/SCIENTIST in Patuxent River, Maryland
Summary You will serve as the Principal Engineering Technical Manager for Autonomy within Naval Air Warfare Center, Aircraft Division (NAWCAD) of NAVAIRWARCENAC DIV. Responsibilities You will provide recognized senior-level expertise in the development of Autonomous Mission Systems functionality for use in missions systems (ex. to augment onboard targeting, spectrum sensing, or weapon effects, etc.) for Naval Aviation platforms. You will lead efforts to research, develop, engineer, test, evaluate, standardize, procure, produce, and furnish fleet support of Autonomous Mission Systems and algorithms which have been approved or are planned for service acquisition. You will coordinate and review the full spectrum of Research, Development, Test, and Evaluation (RDTE) efforts applicable to the development of Autonomous Mission Systems technologies. You will collaborate with group leadership team, program managers, and external organizations to establish and document a strategy that drives science and technology resources and support to develop requisite technical capabilities. You will innovate Autonomous Mission Systems to enable dynamic intelligence, surveillance, reconnaissance, and targeting (ISR and T) as well as kinetic and non-kinetic effects for manned and unmanned platforms operating in adverse environments. You will provide senior technical advice and expertise to OPNAV, NAVAIR, PEOs, Navy Fleet Readiness Centers, DOD, ONR, OSD, industry and academia in the field of Autonomy. You will provide expert judgment in leading and transitioning Autonomy technology, products, and multidisciplinary projects that provide a solid foundation for future advanced naval aviation warfighting capabilities. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 0854/0855 Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) For 1550-Computer Science Series: A. A degree in computer science; or B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable. Additional Information Senior Scientific Technical Manager (SSTM) positions are positions which exceed the DP-05 (GS-15 equivalent). SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert.
