Summary You will serve as a PROGRAM MANAGER in the Naval Air Warfare Center Aircraft Division of NAVTESTWINGLANT NWCF. The F-35 Lightning II Program is bringing cutting-edge technology to the battlespace of the future and providing asymmetrical advantage to today's warfighters across the glove. With technologically advanced airframe, logistics, avionics and propulsion systems, this multi-role fighter jet is the world's foremost stealthy, lethal, supportable and survivable aircraft to dominate the sky. Responsibilities You will provide project management oversight and technical expertise to assure the accomplishment of Integrated Test Force related projects delegated to Joint Strike Fighter program and components. You will defines and justify the short/long-range plans and budgets for the Integrated Test Force (ITF), ensuring resources are allocated to optimize support to the Joint Strike Fighter (JSF) program. You will consult with assigned IT subject matter experts and authorities to ensure that strategies, design and application decisions are made in such a way as to optimize available resources and risk, and to ensure compliance with requirements. You will support the assigned security-related competency personnel by preparing documentation packages to facilitate Top Secret (TS) investigations and adjudication for Special Access Program (SAP) personnel clearances. You will support the assigned security-related competency personnel to ensure facility plans and modifications consider/appropriately address physical security requirements and standards. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Conducting project management processes, including project planning, cost estimation and analysis, scheduling, and contract administration. 2) Managing facilities and infrastructure. 3) Managing resources and programs including personnel, facilities, and funding in areas such as aircraft operations, physical security, information security, infrastructure, property management, and contract administration. 4) Demonstrating ability in administration, critical thinking, creating, collecting, organizing and reporting technical and management information. 5) Communicating effectively, both orally and in writing, and exercising diplomacy in working with military, civil service, and contractor personnel to accomplish tasks in a timely manner. 6) Formulate and presenting findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. 7) Utilizing Excel, Word, Power Point, Teams, Share Point. and 8) Understanding of aircraft program lifecycles and maintenance policies.
