Job Description:
Serves as a Program Manager leading or supporting pre-award and post-award activities for assigned portfolios and/or programs to achieve the organizational mission of delivering responsive, mission focused acquisition solutions to optimize warfighter operations. As a Program Manager, you will play a pivotal role in ensuring the success and effectiveness of our acquisition processes and programs.
Aid the Deltas and HQ units to navigate STARCOM corporate processes
Independently manages services programs/contracts throughout their lifecycle, including requirements definition, acquisition strategy, and post-award performance monitoring.
Applies Project Management Institute principles and continuous process improvement to acquisition processes.
Prepares and delivers briefings/documents on program/project management aspects to various stakeholders.
Proactively provides program/portfolio information and advice to supervisor, leadership, peers, and mission partners.
Serves as the organization's liaison with DoD, federal government, and Industry, fostering productive relationships.
Cultivates and maintains relationships with teams and leadership to facilitate operations and address complex issues.
Engages with mission partners to assess satisfaction, address concerns, and resolve issues.
Develop courses of action and recommendations, and delivers briefings and reports to meet requirements.
Stays informed on policies to address programmatic and contractual considerations and improve efficiency.
Participates in business case analyses, source selections, program rotations, and performs additional duties as assigned.
Working Conditions
Standard office environment with computer workstation and administrative support
Regular interaction with military and civilian personnel at various organizational levels
Periodic high-tempo work periods supporting senior leader priority needs
Occasional travel required for training, coordination meetings, or temporary assignments
Flexible work arrangements may be available in accordance with STARCOM policies

Required to handle and safeguard sensitive and/or classified information at the level of clearance required by the position and in accordance with regulations to reduce potential compromise.
Required to file an OGE-450, Confidential Financial Disclosure Report.
Required to comply with the organization’s time and attendance policy; this position is not eligible for remote work or 100% telework.
Required to be in office to access classified information IAW the portfolio assigned.
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
May be required to work overtime on an unscheduled or emergency basis.
May be required to be part of a source selection team; during this time the employee may be removed from telework agreement or placed on a modified agreemen

Additional Qualifications/Responsibilities:
Required to meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position (Program Management Advanced)
Strong analytical and problem-solving skills with the ability to work on complex, mission-critical projects.
Bachelor's degree desired from an accredited institution in Business Administration, Program Management, or related field. 6-8 years relevant Program Management experience in providing facilitation for SERVICES acquisitions and contracts to include, but not limited to market research, requirements development, acquisition strategy development, source selection, execution, training, performance management, and portfolio tracking with a minimum 4 years in a formal or informal leadership role
Experience working with and communicating effectively to senior leaders. Knowledge of DoD services acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures.
