Job Description:

The primary purpose of this position is: To serve as the Director, Financial Management and Comptroller at HQ Space Training and Readiness Command (STARCOM) at Patrick SFB, FL and serve as the primary civilian advisor to the Field Command (FLDCOM) Commander on all financial issues.

The ideal candidate is experienced in: their Financial Management functional area, serving as a technical advisor and subject matter expert (SME) on all matters related to Command financial execution. They are responsible for formulating and executing program goals, plans, and polices that enable the mission and commander priorities. They will develop, communicate, and direct challenging and innovative solutions to highly complex problems with only general guidance. The results of their work are considered authoritative and have a significant impact on our programs. They serve as the recognized authority in the analysis and direction of financial programs and issues.

Duties:

• Interprets agency/DoD/OMB budget and program guidance, and utilizes it to direct Command-wide budgeting, accounting and financial execution activities.

• Leads teams to identify and articulate budgeting and programming challenges, collecting and structuring pertinent funding data for analysis in collaboration with Air Force and Space Force.

• Evaluate budgetary relationships and propose suitable recommendations to accommodate actions within tight and rapidly shifting program and budgetary deadlines.

• Develops goals and objectives that integrate Space Force objectives and maximize efficiency and effectiveness of the organization. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures.

• Leads managerial and financial reporting on the financial posture of the Command and serves as the focal point and advocate for all Financial Improvement and Audit Readiness (FIAR) activities.

• Represents STARCOM at high-level meetings, boards, and conferences (internally and those with HQ USAF, USSF, DoD, and other agencies), and serves as a member of senior-level groups, e.g., Career Field Panels, Resource Board/Council, Executive Steering Councils, etc.

• Builds, develops, and maintains effective working relationships with all levels of DAF management and counterparts within Air Force Secretariat, Space Staff, and fellow MAJCOM/FLDCOMs.

Other Requirements:

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

  • Must be able to obtain and maintain a Top Secret security clearance.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

  • May require overtime work on an unscheduled or emergency basis

  • Must obtain Level 3 FM Certification

  • Employee must within 30 days of assuming the position and by 31 Oct annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training. This is a centrally managed position. PCS is paid

The ideal candidate is a senior Financial Management expert prepared to serve as the Director and primary civilian financial advisor for HQ STARCOM. This individual will be the command's subject matter expert, responsible for directing financial strategy, budgeting, and execution while developing innovative solutions for complex challenges. Key responsibilities include leading financial reporting and audit readiness (FIAR) activities and representing STARCOM in high-level forums across the DoD. This position requires a strategic leader capable of building effective relationships and maintaining a Top Secret security clearance.
