The Routine Maintenance Team Lead (MTL) is accountable for leading routine maintenance and project activities. Application of complex processing facility maintenance and reliability knowledge and expertise, including inspection, troubleshooting, repair, and preventative/predictive maintenance is critical. Work direction and prioritization for maintenance mechanics is a daily priority. Optimization of maintenance activities to reduce costs, improve reliability, and support safe facility operations is a key value. The MTL is responsible for all aspects of compliance tasks and performance of their respective maintenance team.
This position reports directly to the General Team Lead in the Routine Maintenance organization. This person must be able to function in several roles: leader, team member, resource, and coach.
Job Responsibilities
Oversee equipment maintenance and repairs
Manage and supervise Routine Maintenance personnel
Champion risk recognition and safeguard implementation
Enforce company standards, policies, and rules and maintain environmental compliance
Supervise, coordinate, and direct maintenance activities in accordance with Refinery operating plans and instructions
Collaborate with Operations, Maintenance, and Engineering to address equipment maintenance and/or construction
Recommend improvements to maintenance practices, materials, and inspection techniques
Collaborate across the Maintenance & Reliability organization to efficiently identify, prioritize, plan, and execute scope in accordance with strategic and tactical plans
Collaborate with the Planning & Scheduling Team on cost & schedule estimate assurance
Participate in job walks to advise Planners and Engineers on constructability issues
Steward the availability of materials and other needed items at job locations
Oversee contractor executed scope as assigned
Obtain necessary permits and documentation to facilitate assigned scope
Review Refinery rules and regulations with contractors and direct employees, as well as making sure they have been integrated into the Refinery safety management system
Explain and enforce all management approved rules, standards, procedures, governmental requirements, and Company policies to assigned personnel to ensure mechanic adherence
Ensure mechanics are current with all job required safety and specialty training.
Mentor and coach work group with a focus on departmental and personnel development
Support turnaround planning and execution (as assigned)
Deliver safe and reliable execution of Routine Maintenance activities per the schedule of planned and unplanned (break-in) work
Conduct special studies and lead initiatives as assigned
Support the updating of standards, emergency procedures, etc
Ensure that roles and responsibilities of direct reports and contractors are understood
Work closely with Project Controls during preparation of cost/schedule reports, cash flow, and total expenditure forecast
Continuously monitor performance in support of Refinery Business Plan and gives advice on status and corrective actions
Utilize Maximo to manage work order development, updates, and close out
Lead / participate in incident investigations and complete deliverables as required

Extensive experience using Energy Isolation (LOTO), PTW (permit-to-work) systems, JSAs (Job Safety Analysis), SIMOPS, risk mitigation plans, safety work processes related to all maintenance activities
Demonstrated ability to consistently understand and apply Human Performance principles to deliver safety expectations for mechanics, with specific emphasis on SIF prevention and use of Safeguard Learning Tool
Ability to respond to emergency situations with urgency while maintaining process and personnel safety priorities
Job Knowledge
Extensive craft experience and job knowledge
Demonstrated understanding of Routine Maintenance work processes related to planning, scheduling, and executing scope
Fluent in design drawings/documentation (P&IDs, data sheets, isometrics, diagrams, etc)
Demonstrated ability to provide effective supervision of work scope
Demonstrated ability to manage Safe Work practices, equipment design, and construction codes
Ability to provide constructability and system maintainability input into the design of new facilities or existing facilities upgrades
Understanding of Refinery financial categorization, funding requests, and budget cycles

Demonstrated ability to lead, organize and plan maintenance activities including scheduling, preparing work plans, bid walks, safety plans, materials management, cost tracking, onsite crew activities, turnover to operations and commissioning
