Position Summary :::

 

The City of Oxford's Financial Administration Department seeks a qualified professional to serve as Comptroller. This position is responsible for overseeing the City's accounting operations, financial reporting, budget administration, and compliance with applicable local, state, and federal regulations.

The Comptroller ensures the integrity of the City's financial records and serves as a key advisor to leadership on financial matters, supporting transparency, accountability, and long-term fiscal stability.

Essential Functions

 

  1. Financial Management
  • Oversees all accounting functions, including general ledger, accounts payable/receivable, reconciliations and payroll oversight
  • Maintains accurate financial records and reconciles all City accounts and funds
  • Ensures proper classification and recording of all financial transactions

     

  1. Budgeting and Reporting
  • Assists in the development and administration of the City's annual budget
  • Prepares monthly, quarterly, and annual financial reports

     

  1. Audit and Compliance
  • Coordinates with Chief Financial Officer to assist with the annual external audit process
  • Ensures compliance with Mississippi state laws, federal regulations, and municipal policies
  • Maintains records and documentation for audit and reporting purposes

     

  1. Internal Controls
  • Develops and monitors internal controls to safeguard City assets
  • Reviews expenditures and financial transactions for compliance
  • Identifies and implements improvements to financial processes

     

  1. Grants Administration
  • Oversees financial tracking and reporting for state and federal grants
  • Ensures compliance with grant requirements and reporting standards
  • Assists departments with financial management of grant-funded programs

     

  1. Financial Systems and Operations
  • Administers financial management software and reporting systems
  • Recommends and implements process improvements
  • Works with departments to improve financial tracking and efficiency

     

  1. Collaboration and Support
  • Provides financial guidance to department heads
  • Assists in the development of financial policies and long-term strategies
