Orlando Utilities Commission Associate Technical Trainer in Orlando, Florida

We’re looking for a safety‑minded, technically skilled, people‑focused professional to help design, coordinate, and deliver the technical training programs that strengthen OUC’s skilled trades workforce. In this role, you’ll play an important part in building and maintaining high‑quality training for electric, water, and power plant operations by developing manuals and course materials, delivering classroom and hands‑on field instruction, conducting field observations, and supporting graded assessments. You’ll assist with training needs assessments, maintain accurate training documentation, and help integrate online, VR/AR, and simulation‑based learning tools as the team modernizes its approach.

As an Associate Technical Trainer, you’ll serve in a supporting trainer capacity, working closely with senior technical trainers at both Pershing and Stanton. You’ll contribute to a growing training program preparing for significant restructuring and modernization while gaining exposure to new technologies and evolving instructional methods. We’re looking for a collaborative, detail‑oriented trainer who thrives in both classroom and field environments and is excited to help shape the next generation of utility talent.

This role operates on a four‑day workweek with 10‑hour shifts, Monday through Thursday, 6:00 a.m. to 4:30 p.m., with Fridays off. Some schedule flexibility may be needed at times to support training activities across OUC locations.

The ideal candidate will have:

  • High School Diploma or GED (required); an Associate degree in Instructional Design, Education, Organizational Development, or a related field is preferred

  • 3+ years of experience in electrical power generation, electric distribution, or water operations, including at least 1 year at a journeyman or equivalent technical level

  • Experience interpreting engineering drawings, equipment manuals, construction standards, and safe work practices

  • Strong communication skills with the ability to train and coach adult learners in both classroom and field settings

  • Proficiency with Microsoft Office and familiarity with training tools or software (e.g., Adobe Captivate, Camtasia)

  • Valid State of Florida Driver’s License and the ability to obtain a Class A CDL within required timelines (CDL holders strongly preferred)

  • Experience with apprentice coaching, field training, simulation‑based learning, or utility safety programs is a plus

Salary Range: $29.64 -$ 37.05 per hour (Est $61,663 - $92,491 annually) - commensurate with experience

Job Purpose:

The Associate Technical Training role supports the design, coordination, and delivery of technical training programs that empower OUC’s skilled trades workforce. In close partnership with technical trainers, this role helps create and implement engaging classroom and field-based instruction tailored to operational needs. Key responsibilities include developing training manuals and materials, contributing to competency-based learning pathways, and ensuring all instruction aligns with OUC’s Safe Work Practices. This position plays a vital role across the full apprentice lifecycle—from onboarding and skills development to long-term career growth—advancing a culture of safety, excellence, and continuous learning.

Primary Functions:

  • Collaborate in the design, development, and continuous improvement of technical training curriculum to support electric power plant operations, power plant maintenance, or electric distribution personnel, including technicians and other related units.

  • Support the delivery of engaging classroom and hands-on field instruction using a variety of teaching strategies to support diverse learning styles.

  • Support instructor-led product training focused on equipment and systems essential to electric power plant operations, maintenance, or distribution.

  • Conduct training needs assessments and post-training evaluations in the field to measure effectiveness and guide future improvements.

  • Provide recommendations on coursework needs tailored to operational and maintenance roles within electric power plant operations, maintenance, or distribution.

  • Assist with the recruitment, coaching, and development of guest instructors to enhance instructional quality.

  • Partner with training staff to build comprehensive on-the-job training and continuing education programs for skill development and performance tracking.

  • Ensure timely and accurate maintenance of training records and documentation.

  • Contribute to the development and integration of online and simulation-based training tools, including creating content for eLearning platforms.

  • Research and support implementation of emerging training technologies and instructional methodologies and industry best practices.

  • Conduct field observations to assess learner progress and provide individualized coaching and feedback.

  • Oversee the upkeep and readiness of training facilities, tools, equipment, and instructional resources.

  • Perform additional duties as assigned to support training initiatives and team goals.

Technical Requirements:

  • Working knowledge of but not limited to the following:

  • Engineering drawings, construction standards manual, Equipment/Operator manuals, materials standards manual; and safe work practices;

  • Training materials such as transcripts, course modules, handouts, and evaluations;

  • Tools and equipment required to operate in PP Ops/Maintenance or Electric Distribution);

  • Related industry, organizational and departmental regulatory guidelines, best practices, and procedures;

  • Preferred knowledge:

  • Instructional design, adult learning theory, and training program evaluation;

  • OSHA safety regulations

  • Training software (e.g., Adobe Captivate, Camtasia).

  • Strong communication, interpretation, and organizational skills.

  • Ability to foster inclusive, supportive learning environments.

  • Proficiency in Microsoft Office Suite and standard office equipment.

  • Competency in basic arithmetic and data analysis.

Education/Certification/Years of Experience Requirements:

  • High School Diploma or GED (required).

  • Associate’s degree in Business, Instructional Design, Education, Organizational Development, Industrial/Organizational Psychology or related field from an accredited college or university (preferred).

  • Minimum three (3) years of experience in the electrical power generation or distribution field, (based on area of assignment) to include:

  • Minimum of one (1) year of experience in either electrical underground or overhead experience (electric distribution area of assignment) or;

  • Minimum one (1) year of experience as a Control Center Operator I or the equivalent journeyman level power plant operator (generation area of assignment) or;

  • Minimum one (1) year of journeyman level water technician (water area of assignment);

  • Minimum of one (1) year of experience training adult learners in the utilities industry, heavy machinery, or industrial environment to include curriculum development, instructional facilitation and technical training delivery (preferred).

  • Technical training related certifications (CompTIA CTT+) (preferred).

  • Must possess current and valid State of Florida Driver’s License.

  • Electric distribution or Water associates must obtain and maintain a State of Florida Class “A” Commercial Driver’s License within 6 months to 1 year of hire.

Working Conditions:

This job requires periodic, extended work hours including nights, weekends, and holidays. This work environment includes areas with elevations more than 100 feet, confined spaces, excessive noise, chemicals, noxious fumes, vibration, extreme heat (non-weather), insects, and occasionally extreme weather conditions. This job may involve risk of electrical shock and expected to wear appropriate Personal Protective Equipment (PPE) as necessary to mitigate risk.

Physical Requirements:

This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent standing, walking, sitting, and bending. There may be occasional climbing, kneeling, reaching over head, and lifting up to fifty (50) lbs. Also, this job includes very frequent driving of a company vehicle with the expectation to maintain the ability to legally operate the company vehicle. Electric and Water distribution associates must obtain and continuously maintain a State of Florida Class “A” Commercial Driver’s License.
