LAMAR STATE COLLEGE - ORANGE Accounts Receivable Manager- Orange in ORANGE, Texas

The Accounts Receivable Manager reports to the Accountant III- Student Operations. The Accounts Receivable Manager performs professional accounting work (some advanced), with administrative responsibility for all aspects of billing, receipting, and collecting of agency funds. The Accounts Receivable Manager works under the Accountant III- Student Operations with latitude for technical judgement in accomplishment of most phases of work. Duties and responsibilities shall include, but not limited to, the following:

Duties/Responsibilities

ESSENTIAL JOB FUNCTIONS

  • Monitor and reports bank balances daily. Monitor adequate pledged collateral. Confer with the Accountant III- Student Operations and/or the Executive Director to assure compliance.
  • Oversee the Cashiers and Accounting Clerk IV positions.
  • Perform investment reconciliation and prepare associated journal entries.
  • Prepare the monthly journal entries for: bank charges, interest income, sales tax, wire and ACH activity, money sent to State, bank transfers, and most other receipts and disbursements.
  • Remit money to the state, in a timely fashion, as required by State Law.
  • Prepare deferred revenue and exemption journal entries, reconciliation of clearing accounts, and various Banner accounts receivables to Banner Finance.
  • Prepare Quarterly Investment report for the Board of Regents, with review by Executive Director of Financial Services and A.V.P. of Fiscal Management Services.
  • Prepare tuition/fee spread and associated journal entries. Prepare exemption spreads and associated journal entries.
  • Keeps abreast of changes in legislation and the Texas Education Code.
  • Initiate reports and records interfund/intercomponent borrowing at year-end.
  • Review daily deposit and reconciliation's prepared by Accounting Clerks.
  • Write new procedures when necessary and review/update existing procedures for areas of supervision.
  • Responsible for establishing and maintaining controls and records of materials, personnel, and financial transactions.
  • Assist in training new personnel and assist in cashiering activity when needed.
  • Review tuition tables to ensure accuracy.
  • Prepare statements and schedules for Annual Financial Report (AFR) and other various reports requested by other agencies.
  • Scan in documents with document imaging system.
  • Prepares journal entries to reclass migrated write-off data and recovery of bad debt.

OTHER JOB FUNCTIONS

  • Committee assignments and other service activities.
  • Perform other related duties and reconciliations as may be assigned.
Minimum/Preferred Qualifications

Education Requires an Associate or Bachelor's degree from an accredited college or university with a major in Accounting.

Experience Requires two years of accounting experience. Higher education experience preferred.

Knowledge, Skills, and Abilities Knowledge of generally accepted accounting principles, cash management and financial accounting including procedures affecting maintenance of accounting records. Working knowledge of state regulations and policies pertaining to public funds and government finance preferred. Ability to operate microcomputers or computer systems with proficiency in Excel and Microsoft Word. Ability to work accurately with numerical detail; to analyze, consolidate, and interpret accounting data in clear concise form; ability to meet deadlines. Skill in use of calculator, personal computer, and related office machines. Must comply with established agency policies and standards.

PHYSICAL REQUIREMENTS Extreme ambulatory requirements; extreme cognitive requirements; normal speech - communication requirements; normal written communication required; acute visual requirements; normal or corrected hearing required; and moderate travel required. Requires constant sitting, walking, and seeing. Requires frequent standing, lifting, ushing, pulling, and carrying objects up to 25 pounds; operating a calculator, personal computer, and various office equipment. Requires infrequent stooping, bending, sorting and filing.
