Job Description
We are looking for a Sr Program Manager to be responsible for managing the delivery of services and initiatives within a state-administered program . This position will be full-time contract and remote.
What You’ll Do
Establish, monitor, and report on program objectives, KPIs, and continuous improvement strategies
Lead planning, implementation, and oversight of RAP HUB activities aligned with state workforce priorities and federal grant requirements
Conduct and coordinate employer outreach in Southern Indiana, engaging manufacturers, school corporations, postsecondary institutions, and workforce partners
Direct and implement policies, objectives, and activities to ensure effective operations and long-term sustainability
Interpret and explain federal/state policies, regulations, and laws related to apprenticeship and workforce development
Identify programmatic risks and recommend corrective action plans
Prepare and review reports, funding requests, and performance documentation
Direct or coordinate financial and budget activities supporting RAP HUB operations
Ensure all activities comply with federal and state laws and grant requirements
Develop and deliver training, technical assistance, and guidance to staff, employers, and partners
Coordinate communication plans and stakeholder outreach materials
Participate in committees, advisory groups, and boards supporting workforce development initiatives
Recruit, onboard, train, and supervise staff or consultants supporting the program
Set expectations, measure performance, provide feedback, and evaluate employee outcomes
What You’ll Need
Required:
Specialized knowledge in workforce development, education, apprenticeship, or related program areas
Extensive knowledge of employer-based training models, education-to-career pathways, and Registered Apprenticeship structures
Demonstrated experience working with employers, education systems, and workforce agencies
Knowledge of federal and state workforce/apprenticeship policy and funding requirements
Ability to develop and implement new principles, policies, and operational frameworks
Strong presentation and facilitation skills for diverse stakeholder groups
Ability to analyze data, evaluate results, and use evidence to guide decisions
Experience managing program budgets and preparing financial reports
Ability to delegate work and manage workflows across teams
Demonstrated supervisory and coaching experience
Ability to work effectively with partners across Southern Indiana and statewide
Physical Demands
Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state and local standards
Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.
Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor
Sedentary work with extended periods of sitting
Occasional lifting or transporting of materials up to 50 lbs.
Ability to perform repetitive computer-based tasks
